On Monday, Treasury Secretary Scott Bessent unveiled ‘Operation Economic Outcast’, an unprecedented secondary-sanctions campaign against Iran across digital assets, gold, aviation, technology and shipping, alongside a move to sanction Banque Misr’s UAE branch for processing roughly $1.8 billion for around 100 Iran-linked companies. The 21st EU Russia package crypto extension took effect on 25 August. Two days later, the Financial Times revealed that four Gazprombank Luxembourg executives had allegedly pocketed more than €9 million exploiting the 2022 bond-swap wave. On the enforcement ledger, the AUSTRAC-Bet365 court-enforceable undertaking hardened into the wagering-sector template while the UK Gambling Commission issued two orders in one week. On the framework side, FATF President Giles Thomson’s 2026-2028 fraud roadmap and the FATF-Wolfsberg-UNODC coordination on illicit gold flows landed on correspondent banks.
