Le 24 août, l'OFAC a publié un avis unique portant deux actions. Il a retiré de la liste SDN la fiche du Front al-Nosra / Hay'at Tahrir al-Cham après que le Département d'État a levé la désignation de la Syrie comme État soutenant le terrorisme, et a révoqué la licence générale Syrie n° 25. Dans le même avis, il a ajouté vingt-quatre personnes physiques, quarante-huit entités et six navires à la liste SDN au titre de six programmes iraniens, modifié onze fiches existantes et remanié plusieurs licences générales iraniennes. L'horodatage de la liste 1267 de l'ONU a bougé aujourd'hui, mais sa dernière modification de contenu date du 18 août, déjà rapportée: elle est donc exclue. Le volet iranien ajoute soixante-dix-huit parties à la liste des ressortissants spécialement désignés et personnes bloquées: vingt-quatre personnes physiques, quarante-huit entités et six navires, répartis sur six programmes. Le volet iranien ajoute soixante-dix-huit parties à la liste des ressortissants spécialement désignés et personnes bloquées: vingt-quatre personnes physiques, quarante-huit entités et six navires, répartis sur six programmes. Dix-neuf entités, deux personnes physiques et cinq navires relèvent du décret 13902 sur le transport et la vente de pétrole iranien, le bloc de la flotte fantôme. Onze entités, six personnes physiques et un navire relèvent du décret 13846 sur la pétrochimie et l'approvisionnement. Seize entités et six personnes physiques relèvent du programme de contre-prolifération [NPWMD] [IFSR]. Deux entités et deux personnes physiques relèvent du programme terrorisme de la Force Qods du CGRI [SDGT] [IFSR]. Cinq personnes physiques relèvent du programme cyber [CYBER4], et trois du programme d'armement conventionnel [IRAN-CON-ARMS-EO].
Le bloc de prolifération est celui à modéliser en premier, car il s'agit d'une structure et non d'une simple liste. Un ensemble organisé autour de Sweet Ocean Industrial Limited à Hong Kong relie plusieurs sociétés de technologie et de logistique de Shenzhen et de Kowloon et les personnes Na Li, Jianbai Tian et Limei Zhang, et remonte jusqu'à l'université de technologie Malek Ashtar. Un second ensemble passe par Noavaran Axis Private Joint Stock Company, qui opère sous le nom BRE, et le ministère de la Défense et de la logistique des forces armées. Côté transport maritime, le réseau Wellbred à Singapour, Dubaï, Genève et en France se tient derrière une série de sociétés de négoce et d'affrètement de pétrole, et six pétroliers sont désignés comme biens bloqués sous des pavillons de complaisance ou de fausses immatriculations. Lorsqu'un navire est un bien bloqué, l'avitaillement, les services portuaires, l'affrètement, l'assurance et la manutention des cargaisons par des personnes américaines sont interdits: l'exposition atteint donc l'assurance maritime et le financement du commerce.

Chargez les soixante-dix-huit ajouts dès aujourd'hui, car aucune licence ne les couvre: L'avis remanie plusieurs licences générales iraniennes et révoque la licence générale Syrie n° 25, mais aucun de ces changements n'autorise les opérations avec les soixante-dix-huit parties ajoutées le 24 août. L'exposition à chacune d'elles est gelée dès l'inscription, sans période autorisée pour dénouer les relations existantes. Un fichier chargé demain plutôt qu'aujourd'hui laisse une journée d'exposition non gelée, qui ne peut être régularisée rétroactivement.

Criblez le bloc de la flotte fantôme sur les numéros OMI et de société, non sur les noms: Six pétroliers sont désignés comme biens bloqués sous pavillons de complaisance et au moins un faux pavillon, portant les numéros OMI 9139696, 9233650, 9185346, 9389019, 9189110 et 9286138. Plusieurs se tiennent derrière des sociétés de transport de Hong Kong, de Singapour et du Golfe et le réseau Wellbred. Chargez les numéros OMI comme clés primaires et criblez les sociétés exploitantes en plus des navires, car un criblage sur le seul nom manquera les coques réimmatriculées.

Reraccrochez, ne supprimez pas simplement, la logique de criblage du Front al-Nosra: La fiche du Front al-Nosra / Hay'at Tahrir al-Cham est retirée, et ses alias disparaissent avec elle, mais trois parties auparavant liées à elle demeurent désignées et ont été rattachées à AL QA'IDA ou HURRAS AL-DIN. Retirez la fiche radiée, conservez ces trois-là, et consignez que la licence générale Syrie n° 25 a été révoquée, de sorte que tout recours à celle-ci cesse aujourd'hui.

Vérifiez tout recours aux licences générales iraniennes F et G: Les licences générales F et G ont été suspendues et les licences générales AA et BB émises, aux côtés d'une détermination au titre du décret 13902. Toute opération qui reposait sur la GL F ou la GL G doit être réévaluée au regard des nouvelles autorisations avant son dénouement, et la version de licence utilisée doit être horodatée et conservée.

Consignez séparément les deux éléments exclus et les registres reportés: Le XML consolidé de l'ONU a bougé lors de la régénération quotidienne sans nouveau contenu depuis le 18 août, et la notification de la Reserve Bank of India retransmet la même action de l'ONU: les deux sont donc exclus plutôt que rapportés. Par ailleurs, les pages de l'OFSI et du FCDO, le fichier du SECO et plusieurs pages de circulaires de banques centrales n'ont pu être confirmées ce cycle et sont reportées. La distinction entre vérifié et non vérifiable est précisément celle qu'un contrôleur vous demandera de démontrer.
