Syria's Terrorism Designation Lifted as OFAC Adds Seventy-Eight Iran-Linked Parties
On 24 August OFAC published one notice doing two things. It removed the al-Nusrah Front / Hay'at Tahrir al-Sham entry from the SDN List after the State Department rescinded Syria's designation as a State Sponsor of Terrorism, and revoked Syria General License 25. In the same notice it added twenty-four individuals, forty-eight entities and six vessels to the SDN List across six Iran programmes, amended eleven existing entries, and reworked several Iran general licences. The UN 1267 list timestamp moved today, but its last content change was 18 August, already reported, so it is excluded. The Iran tranche adds seventy-eight parties to the Specially Designated Nationals and Blocked Persons List: twenty-four individuals, forty-eight entities and six vessels. They fall across six programmes. Nineteen entities, two individuals and five vessels sit under Executive Order 13902 for shipping and selling Iranian oil, the shadow-fleet block. Eleven entities, six individuals and one vessel sit under Executive Order 13846 for petrochemicals and procurement. Sixteen entities and six individuals sit under the counter-proliferation programme [NPWMD] [IFSR]. Two entities and two individuals sit under the IRGC-Qods Force terrorism programme [SDGT] [IFSR].

Seventy-Eight Iran-Linked Parties Added Across Six Programmes
Five individuals sit under the cyber programme [CYBER4], and three individuals under the conventional-arms programme [IRAN-CON-ARMS-EO].
The proliferation block is the one to model first, because it is a structure rather than a list. A cluster around Sweet Ocean Industrial Limited in Hong Kong ties in several Shenzhen and Kowloon technology and logistics companies and the individuals Na Li, Jianbai Tian and Limei Zhang, and reaches back to Malek Ashtar University of Technology. A second cluster runs through Noavaran Axis Private Joint Stock Company, which trades as BRE, and the Ministry of Defense and Armed Forces Logistics. On the shipping side, the Wellbred network in Singapore, Dubai, Geneva and France sits behind a run of oil-trading and chartering companies, and six tankers are named as blocked property under false or flag-of-convenience registrations. Where a vessel is blocked property, bunkering, port services, chartering, insurance and cargo handling by US persons are prohibited, so the exposure runs into marine insurance and trade finance.

| AL-NUSRAH FRONT | RemovalRemoved from the SDN List, 24 August 2026 | Nationality: Syria | Removed from the SDN List. The al-Nusrah Front / Hay'at Tahrir al-Sham entry was revoked as a Specially Designated Global Terrorist following the US State Department's rescission of Syria's designation as a State Sponsor of Terrorism. Syria General License 25 was revoked in the same action. With the designation revoked, the property-blocking and secondary-sanctions consequences that flowed from it fall away for this entry, though the three parties re-pointed to AL QA'IDA or HURRAS AL-DIN in the same notice remain designated. |
What this means for your organisation
- 01
Load all seventy-eight additions today, because no licence covers them: The notice reworks several Iran general licences and revokes Syria General License 25, but none of those changes authorises dealings with the seventy-eight parties added on 24 August. Exposure to every one of them is blocked from the moment of listing, with no authorised period to unwind existing dealings. A file loaded tomorrow rather than today leaves a day of unblocked exposure that cannot be cured retrospectively.
- 02
Screen the shadow-fleet block on IMO and company identifiers, not names: Six tankers are named as blocked property under flags of convenience and at least one false flag, carrying IMO numbers 9139696, 9233650, 9185346, 9389019, 9189110 and 9286138. Several sit behind Hong Kong, Singapore and Gulf shipping companies and the Wellbred network. Load the IMO numbers as primary keys and screen the operating companies alongside the vessels, because a name-only screen will miss re-flagged hulls.
- 03
Re-point, do not simply delete, the al-Nusrah Front screening logic: The al-Nusrah Front / Hay'at Tahrir al-Sham entry is removed, and its aliases fall away with it, but three parties previously linked to it remain designated and were re-pointed to AL QA'IDA or HURRAS AL-DIN. Remove the delisted entry, keep those three, and record that Syria General License 25 was revoked so any reliance on it stops today.
- 04
Re-check any reliance on Iran General Licenses F and G: General Licenses F and G were suspended and General Licenses AA and BB were issued, alongside a determination under Executive Order 13902. Any transaction that relied on GL F or GL G should be reassessed against the new authorisations before it settles, and the licence version in use should be dated and recorded.
- 05
Log the two excluded items and the carried-forward registers separately: The UN consolidated XML moved on daily regeneration with no new content since 18 August, and the Reserve Bank of India notification re-transmits the same UN action, so both are excluded rather than reported. Separately, the OFSI and FCDO pages, the SECO file and several central-bank circular pages could not be confirmed this cycle and are carried forward. The distinction between checked-and-clear and could-not-be-checked is the one an examiner will ask you to evidence.
