Forty-Seven New OFAC Designations Across Three Programmes
Between yesterday's capture and today, OFAC added forty-seven parties to the SDN List in a single action: twenty-one individuals, sixteen companies and ten Ecuadorian fishing vessels, spread across the counter terrorism, counter narcotics and Cuba programmes. Two existing entries were amended, one of them Hizballah itself. The United Kingdom moved twenty-one ISIL and Al-Qaida listings on the same day, but its own notice says it is transposing the Council's action of 18 August, which this briefing delivered on 19 August. On 20 August 2026 OFAC published one notice carrying four separate actions. Forty-seven parties were added to the Specially Designated Nationals and Blocked Persons List: twenty-one individuals, sixteen entities and ten vessels. Ten of the individuals sit under the counter terrorism programme, seven of them linked to Hizballah and three to the Islamic Revolutionary Guard Corps-Qods Force. Eight individuals, seven companies and all ten vessels sit under the counter narcotics programme and form a single Ecuadorian maritime network. Three individuals and nine entities sit under the Cuba programme, nine of the twelve being Cuban state bodies or state-owned enterprises.

Forty-Nine Parties Move in a Single Notice
The Ecuadorian block is the one to model first, because it is a structure rather than a list. Seven of the sixteen designated companies are registered in Manabi and five of those seven are marine fishing businesses tied to one individual, Jimmy Leonidas Alarcon Holguin. Ten Ecuadorian-flagged fishing vessels are named as blocked property. Four are named Arca de Noe III, III JR, IV and V, and a fifth, Todos Vuelven, carries the alias Arca de Noe I. Where a vessel is blocked property, bunkering, port services, chartering, insurance and cargo handling by US persons are prohibited, so the exposure runs well past the fishing sector into marine insurance and trade finance.
Party detail
Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

What this means for your organisation

Load all forty-seven additions today, because there is no wind-down licence: OFAC issued Russia-related General License 131I in the same notice, but it has nothing to do with these designations. No general licence covers any of the forty-seven parties added on 20 August. Exposure to every one of them is blocked from the moment of listing, with no authorised period to unwind existing dealings. A file loaded tomorrow rather than today leaves a day of unblocked exposure that cannot be cured retrospectively.
- 02
Screen the Ecuadorian block on registration numbers and vessel identifiers, not names: Seven Ecuadorian companies carry RUC numbers and one also carries registration number 50193. Ten vessels carry MMSI numbers, two of them IMO numbers 8456035 and 8555518, and all ten carry Ecuadorian registration numbers. Several vessels share the house name Arca de Noe with only a Roman numeral to separate them and a further hull carries Arca de Noe I as an alias, so a name-only screen will either miss the right hull or flag the wrong one. Load the numeric identifiers as primary keys.
- 03
Treat the Hizballah entry amendment as a scope change, not a formatting change: The entry gained the [IRGC] and [IFSR] tags, an Organization Type of Transnational Terrorist Group and a recorded link to the IRGC-Qods Force. The [IFSR] tag brings the entry into the Iranian Financial Sanctions Regulations population. Institutions that filter or route alerts by programme tag will find this entry now falls into a queue it did not previously reach.

Re-run Cuban state counterparty exposure against nine newly blocked state bodies: The Cuba action names the Ministry of Construction of Cuba as a government entity and eight state-owned enterprises spanning steel, nickel mining, metals trading, salt and mining, tourism supply, vehicle parts and general wholesale. Three of them are recorded as linked to Grupo Empresarial del Comercio Exterior. Correspondent banking, commodity trade finance and marine cargo files touching Cuban state trade should be re-screened against entity codes 60260, 60418, 5445, 4967, 12591, 2377 and 652 as well as against the names.

Log the two cascade exclusions and the seven unreadable registers separately: The United Kingdom varied twenty-one ISIL and Al-Qaida listings on 20 August and India circulated the same Committee action on 19 August. Both say on their face that they transpose the Council's action of 18 August, which this briefing delivered on 19 August, so neither is a fresh designation. Separately, sixty-three of eighty-five registers were retrieved this cycle and twenty-two were not; of those retrieved, seven flagged registers could not be read in a form permitting verification and are carried forward. The distinction between checked-and-clear and could-not-be-checked is the one an examiner will ask you to evidence.
