OFAC Grounds Every Remaining Iranian Airline and the Network That Feeds Mahan Air
Late in the Washington afternoon of 8 September, after the previous edition had been captured, the Office of Foreign Assets Control designated 36 targets under Operation Economic Outcast. Twenty-seven Iranian airlines were blocked under Executive Order 13902 on the aviation sector determination made on 24 August; one Egyptian national resident in the United Arab Emirates and eight companies in the Emirates, the United Kingdom, Turkey, Malaysia and Kazakhstan were blocked under Executive Order 13224 for servicing Mahan Air or moving United States origin aircraft to it. OFAC issued two general licences, suspended a third, and FinCEN published a matching alert. Thirty-six designations, no removals, no amendments. The airline designations rest on a single legal hook. On 24 August 2026, the day Treasury branded Economic D-Day, the Secretary of the Treasury determined that the aviation sector is a sector of the Iranian economy for the purposes of Executive Order 13902.

Twenty-Seven Airlines, One Procurement Chain and Four General Sales Agents
The airline designations rest on a single legal hook. On 24 August 2026, the day Treasury branded Economic D-Day, the Secretary of the Treasury determined that the aviation sector is a sector of the Iranian economy for the purposes of Executive Order 13902. On 8 September OFAC used that determination for the first time, and used it exhaustively: Air Shiraz, Asa Jet Airline, Ata Airlines Company, Atlas Aviation Group, Ava Airlines, Chabahar Airlines Company, Erwan Airline Company, Fly Kish Airlines, Fly Persia Airlines, Iran Air Tour, Iran Aseman Airlines, Jsky Airlines, Karun Airlines Company, Kish Airlines, Lad Airways, Mehr Airways, Nasim Air, Pars Oghyanous Kish Company, Qeshm Air, Raimon Airways, Saha Airlines, Sepehran Airlines, Soroush Air, Taban Airlines, Toos Airlines, Varesh Airlines and Zagros Airlines. Several were incorporated only in the last two years. Each entry carries an establishment date, an organisation type of passenger air transport, and in most cases an Iranian national identification or registration number and a website, which are the fields a screening engine can actually match on.
The second half of the action is the network, and it is the half that touches non-Iranian books. Treasury records that in summer 2026 Mahan Air received at least three Boeing 777 aircraft diverted through the United Arab Emirates and Oman, each drawn from a retired fleet and given temporary registrations while passing through Sharjah-based ECT Aviation Support LLC, with Turkish company Sky Phoenix as the second intermediary. Ibrahim Ali Mohamed Mohamed Mahran, an Egyptian national in the Emirates, owns and runs ECT Aviation Support LLC and directs its London subsidiary ECT Aviation Support Ltd, registered at 115 London Road, Morden, under company number 15510916. Aerobravo Airplane Management and Operation LLC of Dubai operated aircraft the Sharjah company owned. Four general sales and cargo agents complete the picture: S Sistem of Turkey, which Treasury says coordinated unmanned aerial vehicle components and industrial equipment for Iran; Mes Cargo, also of Turkey; Icargo Sdn Bhd of Malaysia, which shipped United States origin parts to Iran; and Tour Invest LLC of Kazakhstan. Alongside the designations OFAC issued Counter Terrorism General Licence 37 and Iran General Licence DD for wind-downs, and suspended Iran General Licence J-1, which had authorised the reexportation of certain civil aircraft to Iran on temporary sojourn. Safety-related requests will be considered case by case.

Treasury states that Iran's commercial airlines have long supported the regime's destabilising activities, with the Islamic Revolutionary Guard Corps using ostensibly private airlines for the procurement and transport of weapons and the ferrying of personnel. This is OFAC's inaugural set of Iranian airline designations under that determination. |

What this means for your organisation
- 01
Load all 36 entries today and match on registration numbers, not names alone: The airline names transliterate loosely and several are new companies with thin public footprints. Load the Iranian national identification and registration numbers OFAC published, the websites, and the third-country company numbers: ECT Aviation Support Ltd is UK company 15510916, Icargo is Malaysian registration 201101006881, Tour Invest is Kazakh business number 140340016400, Sky Phoenix is Turkish registration 2307531.
- 02
Treat the United Kingdom entity as a domestic exposure, not a foreign one: ECT Aviation Support Ltd is registered at 115 London Road, Morden, London SM4 5HP, and was established on 21 February 2024. Any bank, payment firm or corporate services provider with a UK book should search on the company number as well as the name, and check director records against Ibrahim Ali Mohamed Mohamed Mahran, passport A28699752 (Egypt), born 1 March 1986 in Menia, Egypt.
- 03
Re-run travel, cargo, freight forwarding and aviation leasing portfolios: General sales agents, cargo coordinators and aircraft operators sit in books that do not usually screen as Iran exposure. Sweep travel agency, air cargo, freight forwarding, aircraft leasing, MRO and aviation parts counterparties in Turkey, Malaysia, Kazakhstan and the Emirates against the new names before the next settlement cycle.
- 04
Diary the wind-down and licence dates now: Counter Terrorism General Licence 37 and Iran General Licence DD authorise wind-downs of transactions involving persons blocked on 8 September; Iran General Licence J-1 is suspended from that date. Read the operative terms and expiry dates before relying on either licence, and diary 29 September for the UK Iran (Sanctions) (Amendment) Regulations 2026 and the two Shah Deniz licences.
- 05
Fold the FinCEN red flags into aviation transaction monitoring: FinCEN Alert FIN-2026-Alert006 describes procurement through front companies posing as technology, aviation or logistics businesses in third countries buying components for onward export to Iran. Add those typologies to monitoring rules and to the escalation script for aviation parts payments, and remember that six registers could not be read this cycle and are carried forward, not cleared.
