Nineteen Designations Aimed at the Cash and the Cargo Behind Iran's Proxies

On 10 September the Office of Foreign Assets Control designated nineteen parties under Operation Economic Outcast: four Kata'ib Hizballah commanders and members, a Popular Mobilisation Commission procurement chain reaching into Russian helicopter maintenance and attempted purchases of American defence articles, the Lebanese exchangers and gold houses that carry Qods Force cash to Hizballah, and a Dubai family hawala remitting Iraqi money to Iran. Fourteen individuals, five entities, no removals. The same notice moves OFAC to a presumption of denial on Iran-related licence applications and records a 1.43 million dollar settlement. Separately the United Kingdom varied one Russia entry and corrected two others, including a document that moved from the passport field to the national identifier field. The action is organised around four distinct networks, and it pays to file them separately because the screening consequences differ. The first is Kata'ib Hizballah itself. OFAC designated Ali Hasan Farhan Al-Lami, a senior commander, together with three active members, Hussein Ahmed Hussein Al-Dhuhaibawi, Mohamed Ameen Fadhil Ali Al-Shaikhli and Karrar Mohammed Qasim Al-Hraishawi.

Four Networks, One Operation, and a Licensing Door That Just Closed

The action is organised around four distinct networks, and it pays to file them separately because the screening consequences differ. The first is Kata'ib Hizballah itself. OFAC designated Ali Hasan Farhan Al-Lami, a senior commander, together with three active members, Hussein Ahmed Hussein Al-Dhuhaibawi, Mohamed Ameen Fadhil Ali Al-Shaikhli and Karrar Mohammed Qasim Al-Hraishawi. All four are Iraqi nationals carried with passport numbers, and all four are designated for acting for or on behalf of the group, which the Department of State designated a Foreign Terrorist Organisation and a Specially Designated Global Terrorist in June 2009. Treasury's framing is operational rather than historic: since February 2026 Kata'ib Hizballah and the other Iranian-aligned militias in Iraq have conducted hundreds of attacks on United States and Coalition forces, and in May 2026 a senior commander was arrested over an attempt to bomb a New York synagogue and Jewish institutions in Los Angeles and Scottsdale.

The second network is procurement, and it is the one most likely to touch a commercial counterparty. Abbas Jawad Kadhim Al-Tameemi is a senior official of the Directorate of Technical Equipment inside Iraq's Popular Mobilisation Commission, the body that Treasury says receives more than 2.6 billion dollars of Iraqi government funding a year. Abdullah Nadhim Luaibi Al Ameri is a United Arab Emirates based Iraqi arms dealer who owns Al Brouj For General Contracting Company, designated alongside him, through which he supplies the Commission and maintains Russian-provided helicopters for Iraqi military organisations operating under Qods Force direction. Khaldoon Naser Maryoosh Al Abada represents Ain Al Iraq For Protection Systems Technology and Audio, Visual, and Communications Solutions Company Ltd, also designated, which Treasury says the Iraqi government used for defence component dealings between Iraq, Russia, Iran and China as part of larger corruption and evasion schemes, and which has been used in the attempted purchase of United States defence articles. Both companies carry Iraqi company and registration numbers on the entry, so they are screenable by identifier and not only by name.

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

What this means for your organisation

  1. 01

Load nineteen new names with their document numbers, not just the names: Every individual on this action carries at least one travel or identity document and several carry two. Abdulhasan Ali Akbar Namdar Al-Mandalawi holds Iraqi passport A17942936 and Canadian passport HN146500; his brother Majid holds Turkish passport U22423385 and Iraqi passport B08552683. The Lebanese parties carry national identity numbers, including 000033040500 for Hussein Ibrahim, 000038207763 for Abdallah Hamieh and 000025122133 for Ghaith Hussein Wehbe. Ingest the documents as structured identifiers, because transliterated Arabic names alone will not hold.

  2. 02

Split the file by authority before you write your alerts: Sixteen of the nineteen are designated under Executive Order 13224 as amended and carry secondary sanctions risk under section 1(b); three, Shams and Bahr Trading Company and the two Al-Mandalawi brothers, are designated under Executive Order 13902 for operating in the financial sector of the Iranian economy. The measures and the secondary sanctions exposure differ, and a foreign financial institution that knowingly facilitates significant transactions for the Executive Order 13902 parties faces correspondent and payable-through account sanctions.

  3. 03

Re-screen exchange house, hawala and gold counterparties in Lebanon, Syria, Turkiye and the Gulf: The designated financial parties are Gold Pro SARL of Beirut, Yousef Ibrahim Mansour and Partner for Exchange of Shtaura and Zahle, and Shams and Bahr Trading Company of Dubai, which also trades as Sun and Sea General Trading and Son and Sea Company and runs the websites www.shamsandbahr.ae and www.shamsbahr.com. Screen exchange, remittance, precious metals and trade finance relationships across those markets, and remember that the 50 per cent ownership rule reaches subsidiaries named on neither list.

  4. 04

Treat the Abubakar Swalleh correction as a live matching risk: The Zambian document Z15105123 has moved from the passport number field to the national identifier number field on UK entry AQD0388. If your screening records store document type, reload the entry today. Reload UK entries RUS3077 for JSC Solid Bank and GHR0202 for Avichai Suissa at the same time; the statements of reasons changed on both and the Suissa entry now carries one where it previously carried none.

  5. 05

Update your Iran licensing assumptions and your training: The new Iran Statement of Licensing Policy is a presumption of denial, and OFAC has begun denying the bulk of outstanding Iran-related specific licence requests. Any plan built on a pending or expected Iran licence needs revisiting, and the 1,427,230 dollar settlement for management consulting and dividend receipts is a useful reminder that services and passive income are in scope.
