Washington Delists a Congolese General. Doha Renews Six Terrorist Financing Listings

OFAC has removed General François Olenga, who ran the Military House of former President Joseph Kabila, and the Kinshasa leisure club tied to him from its Congo programme. Qatar has kept two individuals and four exchange, transfer and charity entities on its national terrorism list for three more years. And in London, OFSI will now presume to refuse licences involving five designated Iranian banks. On 23 September 2026, after our previous capture, OFAC deleted François Olenga and Safari Club, also known as Centre de Loisir Safari Club and "Safari Beach", from the Specially Designated Nationals List under its Democratic Republic of the Congo programme. Both were designated on 1 June 2017, when Treasury said the Maison Militaire he headed oversaw a Republican Guard that harassed opponents of President Kabila. OFAC's notice gives no reason for the removal. The same notice made a one-character correction to the address of a Cuban entity designated last week.

One Release, Six Renewals

On 23 September 2026, after our previous capture, OFAC deleted François Olenga and Safari Club, also known as Centre de Loisir Safari Club and "Safari Beach", from the Specially Designated Nationals List under its Democratic Republic of the Congo programme. Both were designated on 1 June 2017, when Treasury said the Maison Militaire he headed oversaw a Republican Guard that harassed opponents of President Kabila. OFAC's notice gives no reason for the removal. The same notice made a one-character correction to the address of a Cuban entity designated last week.

Qatar's Attorney General, by Decision No. 129 dated 10 September 2026 and posted to the National Counter Terrorism Committee register in this window, has extended for three years the national listing first made in September 2020 and renewed in 2023. It covers Syrian national Abdulrahman Ali Hussein Al-Ahmad Al-Rawi, Afghan national Sayed Habib Ahmad Khan, Al-Haram Exchange, Tawasul Company, Najat Social Welfare Organisation and Al-Khalidi Exchange. All six are also on the OFAC list under its counter-terrorism authority. Nothing about them changes except the date to which Qatar's freeze runs.

What this means for your organisation

  1. 01

Retire the two OFAC records, and nothing else: Remove François Olenga and Safari Club from your OFAC layer, including the aliases Centre de Loisir Safari Club and "Safari Beach" and Registration ID 1322. No UN, EU or UK entry exists to retire, so check that your file does not hold one by mistake.

  2. 02

Keep General Olenga in PEP and adverse-media review: The delisting says nothing about his standing as a former head of the President's Military House, and OFAC gave no reason for it. Any relationship with him or the club should stay under enhanced due diligence, with source of funds documented.

  3. 03

Roll the Qatari expiry dates forward: The six Qatari listings now run for three years from 10 September 2026. Move any expiry or review date keyed to September 2026, load the Arabic-script names as aliases, and confirm the OFAC layer for all six is unchanged.

  4. 04

Stop counting on UK licences for five Iranian banks: OFSI will presume to refuse applications involving Bank Sepah, Melli Bank plc, Bank Saderat, Persia International Bank and Bank Tejarat, and General Licence INT/2025/7628424 lapses on 22 October 2026.
