London Sanctions Russia's LNG Fleet and the Jailers of Occupied Ukraine. Washington Hits Tren de Aragua's ATM Thieves
On 1 October 2026 the UK designated 22 individuals and one entity and specified eight ships under its Russia sanctions regulations. The individuals include military, police and security officers and occupation officials accused of detaining and torturing civilians in occupied Kherson and Zaporizhzhia, seven people listed over Russia's programme for deporting and re-educating Ukrainian children, an adviser to President Putin who led the South Ossetia administration, and four Georgian political figures who visited the head of the so-called Donetsk People's Republic. The energy measures freeze Novatek Gas and Power Asia and a former Kurchatov Institute director, and specify eight ships carrying Russian liquefied natural gas. On 30 September the US Treasury's Office of Foreign Assets Control designated nine individuals and two Mexican companies behind Tren de Aragua's ATM jackpotting scheme, seven of them with TRON wallet addresses, and removed three older records: a Culiacan boutique company, a Samoa-flagged cargo ship and a Belarusian national.

Tankers, Jailers and the Children Taken From Ukraine
On 1 October 2026 the UK designated 22 individuals and one entity and specified 8 ships under the Russia (Sanctions) (EU Exit) Regulations 2019. Eight are military, police and FSB officers and occupation officials accused of the arbitrary detention, torture and forced labour of civilians in occupied Kherson and Zaporizhzhia, among them Kherson's military commandant Viktor Bedrik, alongside the former occupation deputy governor Sergey Tolmachev and Alan Gagloev, the former de facto leader of South Ossetia who now advises President Putin. Seven are listed over the deportation and re-education of Ukrainian children, including five regional chiefs of the "Movement of the First". Four Georgians from the Solidarity for Peace circle, among them the party's leader and a television channel founder, are listed for a visit to the head of the so-called Donetsk People's Republic.
The energy package specifies eight ships carrying Russian LNG: six Russian-flagged, five of them LNG tankers recorded against Novatek, Gazprom and their shipping companies, plus a Turkish-flagged and a Sri Lankan-flagged vessel, and freezes Novatek Gas and Power Asia and a former Kurchatov Institute director. Separately, on 30 September OFAC designated 9 individuals and 2 companies under its transnational crime and terrorism authorities for Tren de Aragua's ATM jackpotting operation, led by FBI Ten Most Wanted fugitive Anibal Canelon Aguirre ("Prometheus"), and a gold mining leader known as Juancho. Seven carry tagged TRON wallet addresses. OFAC also removed a Culiacan boutique company, a Samoa-flagged cargo ship and a Belarusian national.

What this means for your organisation
- 01
Load the 42 new records with every identifier: Add the UK parties with their RUS unique IDs, Cyrillic and Georgian script names, patronymic variants, dates of birth, passport and tax numbers, and the eight IMO numbers; add the Tren de Aragua parties with their cedula numbers, CURPs, Folio Mercantil numbers and TRX wallet addresses.
- 02
Retire three OFAC records, carefully: Remove Patraca, S.A. de C.V. (and its alias Boutique Patraca), the vessel MARAYA, IMO 7514517, and Tatyana Protopovich from your OFAC layer, after confirming no other list you apply still carries them. Close or release any matches only on that basis.
- 03
Put the vessels into trade and maritime screening: Screen the eight IMO numbers in letters of credit, bills of lading, chartering, bunkering and marine insurance, and check Novatek Gas and Power Asia as a counterparty in LNG trading chains.
- 04
Add the wallets and back-screen from 30 September: Load the seven TRX addresses into blockchain monitoring, re-run Mexico and Venezuela corridor payments since 30 September, and review cash-intensive ATM or card-not-present anomalies against the jackpotting typology.
- 05
