UK Sanctions 15 Sudanese Commanders Over Atrocities and Sexual Violence
The UK has designated 15 commanders from both sides of Sudan's war under The Sudan (Sanctions) (EU Exit) Regulations 2020, a year after the Rapid Support Forces took El Fasher. Nine are RSF figures, two of whom have since defected to the army, including commanders the UK links to the takeover of El Fasher, the assault on Zamzam camp and the torture of detainees, and the head of the RSF's female unit, accused of promoting rape. The other six are three Sudanese Armed Forces generals, the director of Gezira State Police and two militia commanders tied to the killings in Gezira State and Wad Madani. Each faces an asset freeze, a travel ban and director disqualification, and the UK publishes no dates of birth or documents for them. Separately, three former Al-Nusrah Front figures no longer appear on the UN ISIL (Da'esh) and Al-Qaida list; the UK and EU still list them.

Commanders on Both Sides of the War
The 15 names cut across the conflict. Nine come from the Rapid Support Forces, including commanders the UK ties to the October 2025 takeover of El Fasher, the RSF assault on Zamzam displaced persons camp in April 2025 and the Al-Mina Al-Bari detention centre, and the commander of the RSF's "female element", Khademallah Khashmin Herika, whom the UK accuses of promoting rape. Two of the nine, Al-Nour Ahmed Adam and Ali Rizqallah, have since defected to the army. The other six are three army generals, the director of Gezira State Police and two militia commanders, whom the UK links to the campaign of violence against civilians in Gezira State and the Wad Madani killings.
The GOV.UK announcement frames the round around conflict-related sexual violence and pairs it with £5 million for survivors and £10 million in wider humanitarian aid. It is the UK's sixth round of Sudan-related sanctions. Only one of the 15, Abu Zaid Talha Al-Misbah of the Al-Baraa bin Malik Battalions, was already on a major Western list (the EU, since January 2026); none is on the OFAC SDN or UN lists. The UK publishes no dates of birth or identity documents for these entries, so names, aliases, Arabic-script forms, ranks and units are the only matching data.

What this means for your organisation
- 01
Load the 15 UK Sudan designations today: Add every name with its aliases, Arabic-script forms, rank and unit, and run a retrospective screen across customers, beneficial owners, counterparties and payments with a Sudan, Chad, South Sudan, Egypt or Gulf nexus.
- 02
Tune matching for thin, common names: The UK gives no dates of birth or documents, so use alias and transliteration variants (Abo or Abu Jalak, Rizqallah or Rizeigallah, Al-Nour Ahmed Adam alias Al-Qubba) and resolve hits on rank, unit and context rather than on name alone.
- 03
Apply the director disqualification as well as the freeze: Check company officer and beneficial ownership records for the 15; UK-designated persons may not act as directors of UK companies, and any match on a freeze needs an OFSI licence before funds move.
- 04
Handle the three UN removals list by list: Release only where your obligation is UN-only; keep UK and EU freezes on Shafi Sultan Mohammed Al-Ajmi, Bassam Ahmad Al-Hasri and Iyad Nazmi Salih Khalil until those lists change, and log the basis.
