UN Adds New Passport Numbers for Five Taliban Leaders, Including Baradar and Motaqi
The UN Security Council's 1988 Sanctions Committee amended five Taliban entries on its sanctions list on 29 October 2026, adding six Afghan passport numbers. Abdul Latif Mansur, Abdul Ghani Baradar, Abdul-Haq Wassiq and Khairullah Khairkhwah each gain one new number, and Amir Khan Motaqi gains two. Nothing else in the entries changes, and all five remain subject to the UN assets freeze, travel ban and arms embargo. Several of the passports already on file expire this month, so the new numbers are the identifiers most likely to appear in live transactions. The same day, the UK varied the designation of Chingiz Aliyev under its Russia regime: his statement of reasons now describes his role as a director of the Litasco trading companies in the past tense, and he remains designated. OFAC also extended the Iraq Development Bank wind-down licence to 1 December, and Binance reported an estimated US$6.3 billion theft that no authority has yet acted on.

New Documents, Same Listings
Each of the five entries gains at least one Afghan passport number; nothing else changes. Abdul Latif Mansur, Abdul Ghani Baradar, Abdul-Haq Wassiq and Khairullah Khairkhwah each receive one new P-series number, while Amir Khan Motaqi receives two: D0010741, issued on 5 August 2026 and valid to 2031, and P02444824. Several of the documents already on file expire around now: Mansur's D0009720 on 12 October, Baradar's D0009751 on 16 October, Wassiq's D0009755 on 23 October and Khairkhwah's D0009770 on 31 October, so the new numbers are the ones most likely to appear in live transactions.
In a separate step, the UK's Foreign, Commonwealth and Development Office varied the designation of Chingiz Aliyev (RUS3164) on 29 October. His statement of reasons now says he has been involved, rather than is or has been involved, in supporting the Russian government as a director of the Litasco trading companies. He remains designated. The UK also corrected the address on Peter Cherif's entry the same day; that completes the UN amendment we reported on 27 October and is not reported again.

What this means for your organisation
- 01
Load the six new passport numbers today: Add P05629010 (Mansur), P02444826 (Baradar), D0010741 and P02444824 (Motaqi), P00429350 (Wassiq) and P04411676 (Khairkhwah) to document matching, and keep the expiring D-series numbers on file.
- 02
Run a look-back on Afghan and Gulf counterparties: Check travel, remittance and trade documents captured in recent months against the new numbers, especially where a name-only alert was cleared.
- 03
Update Chingiz Aliyev's record without changing his status: Replace the statement of reasons for RUS3164 and record his Litasco role as past; the asset freeze, travel ban and trust services sanctions all still apply.
- 04
Prepare for Binance-linked flows and note the GL FF-1 deadline: Watch P2P, OTC and new-account inflows tied to the 29 October theft, and diarise 1 December 2026 as the new end of the Iraq Development Bank wind-down.

Method statement
Each UN amendment is read from the UN consolidated list generated on 29 October 2026 at 23:00 UTC, compared field by field with the list read on 29 October before the change and checked against press release SC/16494. The UK variation is read verbatim from the UK Sanctions List files before and after the FCDO notice of 29 October. Every name was searched on the OFAC, UK and EU lists.
