OFAC Names Five Global Terrorists, and a Digital Host is One of Them
On 26 August 2026 the United States Treasury added three entities and two individuals to the Specially Designated Nationals list as Global Terrorists, in an action aimed at violent far-left networks and the digital infrastructure that keeps them running. An Italian hosting provider, a transnational movement, a United Kingdom protest group and two of the movement's leaders are now blocked property. The Office of Foreign Assets Control designated Autistici Inventati, an Italy-based provider of encrypted communications and hosting; Masar Badil, also known as the Palestinian Alternative Revolutionary Path Movement; and Palestine Action, a group established in the United Kingdom. Alongside them it designated Zaid Abdulnasser, based in Germany, and Rawa Alsagheer, based in Brazil, both named as leaders of Masar Badil. Each party is designated under Executive Order 13224, as amended by Executive Order 13886, and carries the Specially Designated Global Terrorist tag.

Five Added to the SDN List Under the Counter Terrorism Programme
A designation day asks a compliance function to act, not merely to observe. Every property interest of these five parties within United States jurisdiction is blocked from 26 August, and United States persons are generally prohibited from dealing with them. The inclusion of a hosting and communications provider is the detail to note: the block reaches not only named people but the digital service layer they rely on, so payment references, domain registrations and vendor relationships all fall in scope. OFAC issued Counter Terrorism General License 36 to authorise an orderly wind down of transactions involving Autistici Inventati, and a separate Russia-related General License 104B on certain diamond imports.

What this means for your organisation
- 01
Add all five parties to your blocked list today: Autistici Inventati, Masar Badil (Palestinian Alternative Revolutionary Path Movement), Palestine Action, Zaid Abdulnasser and Rawa Alsagheer are blocked from 26 August. Load the names and published aliases into screening and run them retrospectively across the existing customer base and stored counterparties, not only against new business.
- 02
Screen the digital footprint, not just the names: Autistici Inventati is a hosting and communications provider whose domain, the website at autistici.org and associated service references sit inside the block. Check domain registrations, vendor and hosting relationships and payment references, which name screening alone will not surface.
- 03
Treat the two individuals as Masar Badil leadership: Zaid Abdulnasser in Germany and Rawa Alsagheer in Brazil are designated for acting for or on behalf of Masar Badil. Link the individual records to the entity record so a hit on one flags the network, and capture the year-of-birth and country identifiers published for each.
- 04
Read General License 36 before you exit any exposure: Counter Terrorism General License 36 authorises the wind down of transactions involving Autistici Inventati within its stated terms and window. If you hold exposure to that entity, work within the licence rather than acting outside it, and diarise the wind-down deadline.
- 05
Log the unread and errored registers rather than marking them clear: The Qatar NCTC list file and several sanctions-authority pages could not be verified this cycle and are carried forward for re-check. Record them as unverified, not as clear, so the distinction is on the file if an examiner asks.
