The UN Refreshes a Senior Taliban Listing; No New Designations Today

On 27 August 2026 the United Nations 1988 (Taliban) Sanctions Committee amended one entry on its list, updating the identification particulars of Abdul Salam Hanafi, a former deputy minister and senior figure of the Taliban regime. No party was added or removed and his listing stands. Separately, OFAC eased its Venezuela licensing regime. The one list action of the day is an amendment, not a new designation. The Committee established pursuant to resolution 1988 (2011) amended the entry for Abdul Salam Hanafi Ali Mardan Qul, reference TAi.027, a Deputy Minister of Education under the former Taliban regime who was first listed on 23 February 2001. The amendment updates his identification particulars: the entry now records three passports, including an Afghan passport issued in Kabul in 2023 and a passport issued in Dubai in 2020, together with a good-quality alias rendered in original script. He remains subject to the assets freeze, travel ban and arms embargo under paragraph 1 of Security Council resolution 2816 (2026).

One Entry Amended on the 1988 Taliban Sanctions List

An amendment day asks less of a compliance function than a designation day, but it is not a day to skip. The value of this change is in the identifiers. A screening record that carried Hanafi on name and one passport alone will now under-match against the additional passport and alias data the Committee has published, so the practical task is to refresh the stored record rather than merely note that a listing already held is still in force. The Committee published the change with strikethrough and underline markup to mark what was removed and added; the delivered page did not preserve that styling this cycle, so the specific struck value could not be isolated and is disclosed as such rather than inferred. The current identifiers are recorded in full in the detailed report.

Party detail

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

Abdul Salam Hanafi remains subject to the assets freeze, travel ban and arms embargo under paragraph 1 of Security Council resolution 2816 (2026). The amendment does not change his listing status; it refreshes the identifiers that screening systems should hold against him. He was first listed on 23 February 2001 as Deputy Minister of Education of the Taliban regime.

What this means for your organisation

  1. 01

Refresh Hanafi's screening record, do not just confirm the listing: Abdul Salam Hanafi (TAi.027) remains listed; the change is to his identifiers. Load the additional passport numbers and the original-script alias into the stored record so name-and-single-passport matching does not under-detect him going forward.

  2. 02

Re-run the amended entry across the existing book: Because the value is in new identifiers, screen the updated record retrospectively over the customer base and stored counterparties, not only against new business, so an account opened on the old data is re-tested against the new.

  3. 03

Record this as an amendment, not a delisting: No party was removed and his listing stands. Tag the record so an audit trail shows the 27 August amendment as an identifier update, with the assets freeze, travel ban and arms embargo unchanged.

  4. 04

If you touch Venezuela, read the eased General Licences before you act: OFAC amended eight Venezuela-related General Licences and issued FAQ 1267 on 27 August, removing the US-law choice-of-law requirement. Read the amended licence text and the FAQ before relying on the eased terms, and keep the reporting duties in view.

  5. 05

Log the unread and errored registers rather than marking them clear: The Qatar NCTC list file and several sanctions-authority pages could not be verified this cycle and are carried forward for re-check. Record them as unverified, not as clear, so the distinction is on the file if an examiner asks.
