Washington Puts an Iran Tag on a Russian Bank It Had Already Blocked

One authority moved in this window, late in the Washington afternoon and after yesterday's capture. On Monday 14 September the Office of Foreign Assets Control designated VTB Bank Public Joint Stock Company under Executive Order 13902 for operating in the financial sector of the Iranian economy, the newest step in Operation Economic Outcast. VTB was already blocked, twice over, since February 2022 and January 2025, so no screening engine will produce a hit today that it would not have produced on Friday. The change that matters is narrower and sharper: the entry now carries an express secondary sanctions notation and a Tehran address. One designation, one general licence, no removals. If your institution sits outside the United States, this is the item to read twice. The Office of Foreign Assets Control designated VTB Bank Public Joint Stock Company on 14 September 2026 under Executive Order 13902, the authority that reaches sectors of the Iranian economy, on the ground that the bank operates in Iran's financial sector.

A Designation That Changes Almost Nothing in America and Quite a Lot Elsewhere

The Office of Foreign Assets Control designated VTB Bank Public Joint Stock Company on 14 September 2026 under Executive Order 13902, the authority that reaches sectors of the Iranian economy, on the ground that the bank operates in Iran's financial sector. Treasury published the action alongside press release sb0629, which places it inside Operation Economic Outcast, the Iran campaign announced on 24 August 2026, and lists it as the next move after actions against banks in Turkey and the United Arab Emirates.

The grounds are specific. Treasury records that VTB opened offices in Iran in recent years to formalise closer banking coordination with the Iranian authorities, that over the past three years it built correspondent relationships with sanctioned Iranian financial institutions, that it began increasing its presence in Tehran in January 2025, and that it took steps to move billions of dollars of frozen Iranian assets while creating a settlement system in national currencies through correspondent accounts held in Iranian rials and Russian roubles.

The Treasury press release of that date records that VTB Bank opened offices in Iran in recent years to formalise closer banking coordination with the Iranian authorities and to expand bilateral trade, that over the past three years it established correspondent banking relationships with sanctioned Iranian financial institutions, that it began increasing its presence in Tehran in January 2025, and that it took steps to move billions of dollars of frozen Iranian assets and created a national-currency settlement system through correspondent accounts held in Iranian rials and Russian roubles. The action is taken under Operation Economic Outcast, announced on 24 August 2026, and follows actions against banks in Turkey and the United Arab Emirates. VTB Bank was previously designated on 15 January 2025 under Executive Order 13662 for operating in the financial services sector of the Russian Federation economy, and on 24 February 2022 under Executive Order 14024 for being owned or controlled by, or having acted for or on behalf of, the Government of Russia and for operating in that same sector.

What this means for your organisation

  1. 01

Do not re-screen for VTB; re-price the relationship instead: The bank has been an SDN since February 2022, so your matching engine has nothing new to find and a re-screen will return the alerts you already cleared. The work today is on the risk side of the file. Pull every current and recent exposure to VTB Bank, its branches in Shanghai and New Delhi, and any entity it owns 50 per cent or more, and assess each one against the secondary sanctions notation that was added on 14 September rather than against the blocking that was already there.

  2. 02

Treat the secondary sanctions notation as the operative change if you bank outside the United States: Treasury stated that foreign financial institutions still dealing with VTB after this designation face greater exposure than before and should sever those relationships immediately. Where your institution holds a United States correspondent or payable-through account, that account is the asset at risk, not a domestic penalty. Escalate any live VTB nexus to the correspondent-banking owner and to your board risk committee this week rather than through the ordinary sanctions-review queue.

  3. 03

Refresh the VTB record rather than rebuild it, and widen the alias treatment: Add the IRAN-EO13902 programme tag, the Tehran, Iran address and the secondary sanctions notation to the existing record. Note that twenty-one alias qualifiers moved from formerly known as to also known as, including JSC VTB BANK, VTB BANK OAO and VNESHTORGBANK. If your platform deprioritises or suppresses matches on names tagged as historic, those twenty-one strings are now live and should score as current aliases. Keep the Cyrillic form БАНК ВТБ as a primary record so Cyrillic-script customer files match cleanly.

  4. 04

Re-paper PdVSA activity against General Licence 52C and stop citing 52B: General Licence 52C took effect on 14 September 2026 and replaces 52B in full, and amended FAQ 1245 accompanies it. Any control, policy or client communication that names 52B is out of date as of Monday. Record the licence version each transaction was papered against, and set the review trigger on the OFAC Recent Actions feed rather than on a quarterly cycle, because this authorisation has now been amended three times since May.
