Sixteen Names Go On, Eight Come Off, and One Programme Ends Because Its Emergency Ran Out

One authority moved twice in this window, and it moved at scale. On 17 September the Office of Foreign Assets Control added sixteen parties to the Specially Designated Nationals List: eleven Cuban parties under the Cuba order, reaching the nickel industry at Moa and Nicaro and four military research and development centres in Havana and Camaguey, and five Iranian parties under the Iran order, built around the digital asset exchange BitBank and the financier Babak Zanjani. The same notice deleted two Belarusian state entities. On 18 September the national emergency behind the Ethiopia programme expired, and OFAC deleted the six remaining Eritrean parties designated under it, issuing Russia-related General Licence 131J on the sale of Lukoil International GmbH in the same breath. Twenty-four distinct parties moved. The Ethiopia deletions are the ones to read carefully: an authority lapsed, which is not the same thing as a finding that the parties were wrongly listed. One authority moved twice in this window, and it moved at scale.

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

The Treasury recorded that OFAC-designated Iranian financier Babak Zanjani built an architecture to launder funds and move hundreds of millions of dollars in Bitcoin to the Islamic Revolutionary Guard Corps, and that OFAC-designated Hormuz Safe Marine Services Authority has used BitBank since June 2026 to pass payments it received to the Iranian state. BitBank is the exchange at the centre of that architecture. A compliance team should treat both published domains, bitbank3.com and bitbank.com, as blocked property and should screen digital asset counterparties and payment references for them, not only the corporate name.
Pishtaz Simorgh Electronic Trade CompanyEntity · IranDesignationExecutive Order 13902 of 10 January 2020, as amended, Iranian Sector and Human Rights Abuses Sanctions Regulations, 31 CFR Part 562, United StatesNational ID: 14012169913 (Iran)Registration number: 611800 (Iran)Identifier: Organisation Established Date 2024Identifier: Organisation Type Financial and Insurance ActivitiesWebsite: www.pishtazsimorgh.comIdentifier: Additional Sanctions Information, Subject to Secondary SanctionsAddress: No. 2, 35th Street, Alvand Street, Argentina Square, Tehran, IranDesignated on 17 September 2026 under Executive Order 13902, which reaches Iran's digital asset sector following the determination made under Operation Economic Outcast. Pishtaz Simorgh is named by the Treasury as BitBank's developer. It shares the BitBank street address, which is a screening signal in its own right: an address match at No. 2, 35th Street, Alvand Street, Argentina Square, Tehran should be treated as a hit pending review, whichever name is presented.
Seyed Adel HeidariIndividual · IranDesignationExecutive Order 13902 of 10 January 2020, as amended, Iranian Sector and Human Rights Abuses Sanctions Regulations, 31 CFR Part 562, United StatesDate of birth: 22 Nov 1974Nationality: IranNational ID: 4621551825 (Iran)Identifier: Gender MaleIdentifier: Place of birth Shahrekord, IranIdentifier: Additional Sanctions Information, Subject to Secondary SanctionsAddress: KH Shari'ati KH Va'zi P40 Vahda 3, Tehran, IranDesignated on 17 September 2026 under Executive Order 13902, which reaches Iran's digital asset sector following the determination made under Operation Economic Outcast. Mr Heidari is one of the three Zanjani associates designated in the action. His entry is linked on the list to Dot One Value Creation Group, so the fifty per cent rule should be applied to any holding traced to him.
Hossein Ali Zaker HosseinIndividual · IranDesignationExecutive Order 13902 of 10 January 2020, as amended, Iranian Sector and Human Rights Abuses Sanctions Regulations, 31 CFR Part 562, United StatesDate of birth: 23 May 1957Nationality: IranPassport: B61766700 (Iran) expires 20 February 2028National ID: 2296622909 (Iran)Identifier: Gender MaleIdentifier: Place of birth Shiraz, IranIdentifier: Additional Sanctions Information, Subject to Secondary SanctionsAddress: Kish Sadaf Fazyek Kh Hananeh Shiday Yakom, Kish Island, IranDesignated on 17 September 2026 under Executive Order 13902, which reaches Iran's digital asset sector following the determination made under Operation Economic Outcast. Mr Zaker Hossein is linked on the list directly to Babak Morteza Zanjani. The Kish Island address matters operationally because Kish is a free trade zone used to place corporate vehicles at one remove from mainland Iran.
Mohammad Mahdi Zaker HosseinIndividual · IranDesignationExecutive Order 13902 of 10 January 2020, as amended, Iranian Sector and Human Rights Abuses Sanctions Regulations, 31 CFR Part 562, United StatesDate of birth: 09 Sep 1981Nationality: IranPassport: K61893781 (Iran) expires 24 February 2028National ID: 2298706875 (Iran)Identifier: Gender MaleIdentifier: Additional Sanctions Information, Subject to Secondary SanctionsAddress: Unit 7, Building 20, Esmail, Zarafshan Southern, Veranda East, Town West, Tehran, IranDesignated on 17 September 2026 under Executive Order 13902, which reaches Iran's digital asset sector following the determination made under Operation Economic Outcast. Mr Zaker Hossein is linked on the list to Pishtaz Simorgh Electronic Trade Company and is published with the alias Hamed, which is the form a screening record is most likely to be missing.
Joaquin Francisco Cancio MonteagudoIndividual · CubaDesignationExecutive Order 14404 of 1 May 2026, Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy, United StatesDate of birth: 16 Sep 1945Nationality: CubaPassport: E493203 (Cuba) expires 20 May 2031Identifier: Gender MaleAddress: 58 #2906 Eyrpto, Playa, Havana, CubaDesignated on 17 September 2026 under Executive Order 14404 of 1 May 2026, the Cuba repression and national security order, in an action the State Department framed as further sanctions on Cuba's mineral wealth and military modernisation apparatus. Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. The published entry gives a Havana address in Playa, a date of birth of 16 September 1945 and Cuban passport E493203 expiring 20 May 2031. The passport number is the strongest identifier on the record and should be loaded as such.
Julio Hurtado BetancourtIndividual · CubaDesignationExecutive Order 14404 of 1 May 2026, Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy, United StatesDate of birth: 04 Nov 1962Nationality: CubaPassport: E459994 (Cuba) expires 29 April 2031Identifier: Gender MaleAddress: Cuba; no street address is published on the entryDesignated on 17 September 2026 under Executive Order 14404 of 1 May 2026, the Cuba repression and national security order, in an action the State Department framed as further sanctions on Cuba's mineral wealth and military modernisation apparatus. Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. The entry publishes no street address, so date of birth and Cuban passport E459994 expiring 29 April 2031 carry the identification. A name-only match on this record should be escalated rather than cleared.
Dioglis Pedrera ArguelloIndividual · CubaDesignationExecutive Order 14404 of 1 May 2026, Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy, United StatesDate of birth: 13 Jun 1963Nationality: CubaPassport: A010659 (Cuba) expires 13 August 2030Identifier: Gender MaleAddress: Calle 186 No 311531 Y 33, Playa, Havana, CubaDesignated on 17 September 2026 under Executive Order 14404 of 1 May 2026, the Cuba repression and national security order, in an action the State Department framed as further sanctions on Cuba's mineral wealth and military modernisation apparatus. Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. The published given name Dioglis is uncommon and will not fuzzy-match reliably, so the record should be loaded with the passport number A010659 and the date of birth as the operative identifiers.

Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. This is one of four military research and development centres designated in the action. It is a state-owned enterprise carrying Cuban entity code 14124, so the fifty per cent rule reaches any subsidiary it controls whether or not that subsidiary is itself listed.
Centro de Investigacion y Desarrollo de SimuladoresEntity · CubaDesignationExecutive Order 14404 of 1 May 2026, Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy, United StatesIdentifier: Organisation Established Date 9 July 2009Identifier: Organisation Type Research and experimental development on natural sciences and engineering, alternative Organisation Type Defence activitiesIdentifier: Target Type State-Owned EnterpriseIdentifier: Entity Code 14032 (Cuba)Address: Loma S/N, Entre Santa Ana Y Conill, Nuevo Vedado, Plaza De La Revolucion, Havana, CubaDesignated on 17 September 2026 under Executive Order 14404 of 1 May 2026, the Cuba repression and national security order, in an action the State Department framed as further sanctions on Cuba's mineral wealth and military modernisation apparatus. Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. The entry publishes four short forms, CID-SIM, ECTSIM, SIMPRO and the full trading name Empresa de Ciencia y Tecnologia Simuladores. Short acronyms are where Cuban state enterprise screening usually fails, so all four should be loaded as searchable aliases rather than held as narrative text.

Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. CIDNAV sits in the Regla port district of Havana, which places it close to marine engineering and shipping counterparties. Any maritime services exposure to Havana should be re-screened against this entry and its entity code 14034.

Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. This record carries six published alias forms, including an English translation and the trading name GELCOM. It is the most alias-heavy entry in the action and the one most likely to slip through a screening engine loaded with the primary name only.
Centro de Investigaciones del Niquel Capitan Alberto Fernandez Montes de OcaEntity · CubaDesignationExecutive Order 14404 of 1 May 2026, Imposing Sanctions on Those Responsible for Repression in Cuba and for Threats to United States National Security and Foreign Policy, United StatesIdentifier: Organisation Established Date 31 December 1986Identifier: Organisation Type Support activities for other mining and quarryingIdentifier: Target Type State-Owned EnterpriseIdentifier: Entity Code 6681 (Cuba)Address: Moa, Holguin, CubaDesignated on 17 September 2026 under Executive Order 14404 of 1 May 2026, the Cuba repression and national security order, in an action the State Department framed as further sanctions on Cuba's mineral wealth and military modernisation apparatus. Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. CEDINIQ is one of four nickel-sector parties designated in the action, all based at Moa or Nicaro in Holguin province. Nickel and cobalt from Cuba move through third-country refiners and metals traders, so exposure here is more often indirect than direct and should be tested at the commodity and counterparty level rather than by name alone.

Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. Cepronickel is the engineering and project arm of the Cuban nickel industry. Engineering, procurement and construction counterparties bidding on Cuban mining work are the exposure route to test.

Executive Order 14404 carries a secondary sanctions dimension: it reaches foreign persons who deal with blocked Cuban parties and exposes foreign financial institutions that conduct significant transactions for them. SERCONI supplies computing, communications and electronics services into the nickel industry, which puts technology vendors and their resellers in scope alongside metals traders. The long-form alias naming Rafael Fausto Orejon Forment should be loaded so an invoice in that name matches.

Pinares S.A. is a short, generic name that will generate false positives against unrelated forestry and property companies in Spanish-speaking markets. Tune the record with the Nicaro location and Cuban entity code 60172 rather than loosening the match threshold.
Lakokraska OAOEntity · BelarusRemovalExecutive Order 13405 of 16 June 2006, Blocking Property of Certain Persons Undermining Democratic Processes or Institutions in Belarus, Belarus Sanctions Regulations, 31 CFR Part 548, United StatesIdentifier: No registration or tax identifier is published on the entryAddress: 71 Ignatova Street, Grodnenskaya Region, Lida 231300, Belarus; also published as ul. OFAC removed the company from the Specially Designated Nationals List on 17 September 2026. The notice publishes the deletion without a statement of reasons, so no ground for the removal is attributed here. The wider Belarus programme is unaffected: Executive Order 14038 and the Belarus Sanctions Regulations at 31 CFR Part 548 remain in force and other Belarusian state enterprises remain designated.

OFAC removed the concern from the Specially Designated Nationals List on 17 September 2026. The notice publishes the deletion without a statement of reasons, so no ground for the removal is attributed here. Belarusian timber and paper remains subject to other jurisdictions' measures, including European Union and United Kingdom restrictions that were never founded on the United States designation, so a counterparty cleared for United States purposes is not thereby cleared everywhere.
People's Front for Democracy and JusticeEntity · EritreaRemovalExecutive Order 14046 of 17 September 2021, Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia, Ethiopia Sanctions Regulations, United StatesIdentifier: Organisation Established Date 1993Identifier: Organisation Type Activities of political organisationsAddress: Eritrea; no street address is published on the entryDesignated on 12 November 2021 under Executive Order 14046, in the action targeting Eritrean state and party structures over the conflict in northern Ethiopia. The national emergency declared in Executive Order 14046 on 17 September 2021 expired, and OFAC removed from the Specially Designated Nationals List the persons designated under that order whose property had been blocked, and withdrew the programme Frequently Asked Questions from its website. This is a lapse of the underlying authority rather than a finding about the party, which is a distinction worth recording on the file. The party held the widest reach of the six through its commercial structures, so its removal is the one most likely to surface in a customer or supplier file.
Hagos Ghebrehiwet WeldekidaneIndividual · EritreaRemovalExecutive Order 14046 of 17 September 2021, Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia, Ethiopia Sanctions Regulations, United StatesDate of birth: 25 Apr 1953Nationality: EritreaNational ID: 0882109 (Eritrea)Identifier: Gender MaleIdentifier: Place of birth Senafe, EritreaAddress: Asmara, EritreaDesignated on 12 November 2021 under Executive Order 14046, in the action targeting Eritrean state and party structures over the conflict in northern Ethiopia. OFAC published this deletion three times, once under each of the surname forms W Kidan, Woldekidan and Weldekidane. A screening team that counts published lines rather than parties will overstate the action; there is one individual here, carried under three surname renderings, and all three should be retired against the same record.

This is a lapse of the underlying authority rather than a finding about the party, which is a distinction worth recording on the file. As with the preceding record, OFAC published this deletion three times under different name orderings. It is one individual, identified by Eritrean passport D000294 and a date of birth of 15 July 1953.

The forces were designated as a government entity. A United Kingdom spelling, Eritrean Defence Forces, does not appear on the published entry and should be carried locally so a historic record under that spelling is retired with the rest.
Red Sea Trading CorporationEntity · EritreaRemovalExecutive Order 14046 of 17 September 2021, Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia, Ethiopia Sanctions Regulations, United StatesIdentifier: Organisation Established Date 1984Address: Felket Street, Asmara, Eritrea; and Dubai, United Arab EmiratesDesignated on 12 November 2021 under Executive Order 14046, in the action targeting Eritrean state and party structures over the conflict in northern Ethiopia. The published entry carries a Dubai address as well as the Asmara head office, so exposure to this party was most likely to arise through a Gulf trade finance or commodity channel rather than a direct Eritrean relationship. Gulf correspondent relationships are where the retirement of this record should be checked first.
Hidri TrustEntity · EritreaRemovalExecutive Order 14046 of 17 September 2021, Imposing Sanctions on Certain Persons With Respect to the Humanitarian and Human Rights Crisis in Ethiopia, Ethiopia Sanctions Regulations, United StatesIdentifier: Organisation Established Date 1994Address: Felket Street, Asmara, EritreaDesignated on 12 November 2021 under Executive Order 14046, in the action targeting Eritrean state and party structures over the conflict in northern Ethiopia. Hidri Trust was designated as the holding company of the PFDJ's business enterprises. Because it was a holding vehicle, downstream companies may have been treated as blocked in screening records by reference to it, so the retirement of this record should be traced through to any derived entries a compliance team created locally.

What this means for your organisation

  1. 01

Load sixteen new records, and load the aliases with them: The eleven Cuban and five Iranian parties designated on 17 September 2026 are blocked today. The alias forms are where these entries will be missed: Grito de Baire publishes six, including GELCOM and an English translation; CID-SIM publishes four, including SIMPRO and ECTSIM; SERCONI publishes a long form naming Rafael Fausto Orejon Forment; and Mohammad Mahdi Zaker Hossein publishes the alias Hamed. Load every published form as a searchable alias rather than as narrative text on the record.

  2. 02

Screen the Iranian entries on their domains and their shared address, not only their names: BitBank publishes two websites, bitbank3.com and bitbank.com, and shares its Tehran address with its developer Pishtaz Simorgh Electronic Trade Company. Digital asset counterparties rarely present under a corporate name. Add both domains to your blocked reference data, treat a match on No. 2, 35th Street, Alvand Street, Argentina Square, Tehran as a hit pending review, and apply the fifty per cent rule to anything traced back to Babak Zanjani.

  3. 03

Treat the Ethiopia removals as an expiry of authority, and record them that way: The six Eritrean parties came off because the national emergency behind Executive Order 14046 lapsed, not because of a finding in their favour. Mark each record inactive with an effective date of 18 September 2026 and keep the designation history attached. Do not hard-delete: if a historic alert on any of the six is ever questioned, the history is the only evidence of why you froze or refused at the time.

  4. 04

Count six parties in the Ethiopia deletions, not eleven published lines: Hagos Ghebrehiwet Weldekidane was published three times under different surname forms, Abraha Kassa Nemariam three times under different name orderings, and the Eritrean Defense Forces twice in the plural and singular. Retire all the published forms against a single record each, and report six parties to your committee.

  5. 05

Re-paper Lukoil International GmbH work on 131J and diarise 22 October: General Licence 131J authorises negotiating and entering into contingent contracts for the sale of Lukoil International GmbH and the maintenance or wind down of those entities' operations, through 12:01 a.m. eastern daylight time on 22 October 2026. Performance must be expressly contingent on separate OFAC authorisation, and nothing in the licence unblocks property. Cite 131J on the documentation, record the licence version each transaction was papered against, and read amended Frequently Asked Questions 1224 and 1225 alongside it.

  6. 06

Record what was not verified, and do not let it read as clear: 64 of the 85 sources were retrieved this cycle. Twenty-one were not, among them the Central Bank of Nigeria circulars register, the SARB financial surveillance page, the BCEAO regulations register, the Bank Al-Maghrib publications register, the MAS circulars register and the Australian DFAT consolidated list. Those are carried forward for re-check on the next run and are logged as unverified, not as clear.
