Three removals, no designations, no amendments. In the same notice OFAC issued Venezuela-related General Licence 5Z, which pushes the date from which transactions in the Petroleos de Venezuela 2020 8.5 per cent bond are authorised from today to 5 November. The removals are the item to work: in every one of the three cases, the company or network the party was listed through remains blocked. One authority moved in this window. What this means for your organisation
- 01
Retire the three records, and date the retirement rather than deleting the history: Hans Peter Bomatter, Modulsan Makina Kesici Takim ve Disli Sanayi Ticaret Limited Sirketi and Jose Raul Vega Sanchez came off the Specially Designated Nationals List on 16 September 2026. Mark each record inactive with that effective date and keep the designation history attached. Hard-deleting the record destroys the audit trail you will need if a historic alert on any of the three is ever questioned, and it removes the only evidence of why you froze or refused in the first place.
- 02
Check the linked parties before you release anything: Each removal leaves a blocked counterparty standing. Tamyna AG and its listed officer Lutwin Schommer remain designated under Executive Order 14024. Tool Company Gut Limited Liability Company, the Russian buyer in the Modulsan case, remains blocked. Agricola Gaxiola, Inmuebles Sierra Vista and Temple del Pitic, trading as Anarquia Paintball, remain designated under the Kingpin Act, as do Rigoberto Gaxiola Garcia, Carlos Alberto Gaxiola Garcia and Maria Del Rosario Garcia Duran. A payment that touches any of those is prohibited today exactly as it was last week.
- 03
Do not unblock funds on the strength of the list file alone: Where you hold blocked property connected to any of the three, the removal lifts the blocking that flowed from that designation and nothing further. Property blocked by reason of another blocked person's interest stays blocked, and unblocking requires you to satisfy yourself on the basis of the whole picture, not on the absence of a name from a file. Where the position is not clear, that is a licence application or a written legal view, not a release.
- 04
Move the Venezuela bond date from 17 September to 5 November and re-paper on 5Z: General Licence 5Z replaces 5Y and defers the authorisation for transactions in the Petroleos de Venezuela, S.A. 2020 8.5 per cent bond from today to 5 November 2026. Anything papered on the assumption that the window opened this morning does not have an authorisation behind it. Update the diary entry, cite 5Z rather than 5Y on any documentation, and record the licence version each transaction was papered against.
- 05
Record what was not verified, and do not let it read as clear: 63 of the 85 sources were retrieved this cycle. Twenty-two were not, among them the Central Bank of Nigeria circulars register, the Bangladesh Bank circulars register, the Central Bank of Kenya press register, the BCEAO regulations register, the SARB financial surveillance page and the Australian DFAT consolidated list. Those are carried forward for re-check on the next run and are logged as unverified, not as clear.
