Brussels Freezes 27 Over the Deportation of Ukrainian Children. The UN Renames an Al-Qaida-Aligned Group in Syria

The European Union has sanctioned 10 individuals and 17 entities, from the President of Tatarstan to a North Korean children's camp, for taking Ukrainian children from occupied territory and re-educating them as Russians. The UN has amended the name and aliases of Khatiba al-Tawhid wal-Jihad. In Washington, OFAC has reissued three Venezuela licences, and new UK prohibitions on Iran investment and insurance are now in force. On 28 September 2026 the Council of the European Union added 10 individuals and 17 entities to the Ukraine territorial integrity sanctions list under Implementing Regulation (EU) 2026/2184 and Decision (CFSP) 2026/2185, for the unlawful deportation, forcible transfer, forced assimilation and militarised education of Ukrainian children. The individuals include Tatarstan's President Rustam Minnikhanov, education ministers and deputy ministers of the occupation administrations in Zaporizhzhia, Donetsk and Crimea, the Donetsk sports minister, Kherson's occupation-appointed children's rights commissioner, a school director in Horlivka and the head of the Movement of the First in Sevastopol.

Camps, Classrooms and a Tourism Office: Who the EU Listed

The entities are the camps and centres that receive the children: the Ocean federal children's centre in Vladivostok, a string of camps on the Azov and Black Sea coasts, in occupied Crimea and as far afield as Dagestan, Tula and Chuvashia, a camp near Gelendzhik owned by a Gazprom subsidiary, a Moscow military-sports centre, Moscow's municipal tourism committee, a youth-monitoring agency and North Korea's Songdowon International Children's Camp.

Individuals face an asset freeze and an EU entry and transit ban; entities face an asset freeze. The EU consolidated sanctions file had not yet been regenerated at our sweep, so every record here is taken from the Official Journal annex. Separately, on 28 September the UN ISIL (Da'esh) and Al-Qaida Sanctions Committee amended entry QDe.168: the group's primary name is now Khatiba Jama`at al-Tawhid wal-Jihad (KTJ), it gains Arabic-script and new Latin aliases, and Jannat Oshiklari is no longer recorded as a former name. The UK, Australia, Qatar and India have already carried the change into their own lists and circulars.

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

What this means for your organisation

  1. 01

Load the 27 EU records with every alias: Add the 10 individuals and 17 entities to your EU layer with their Cyrillic, Ukrainian and Korean originals, dates of birth, tax numbers and OGRN registrations. Freeze any match and report it to your national competent authority.

  2. 02

Link, do not duplicate: Seven of the parties already sit on your UK or OFAC layer. Attach the EU listing to the existing party record so one customer does not produce two cases.

  3. 03

Update the KTJ record in place: Change the primary name to Khatiba Jama`at al-Tawhid wal-Jihad (KTJ), replace the Cyrillic original, add the Arabic-script aliases and Katiba al-Tawhid wal-Jihad, and keep Jannat Oshiklari as an alias. UN reference QDe.168, UK AQD0377.

  4. 04

Back-screen from 28 September: Re-run payments and onboarding from 28 September, with attention to children's recreation, tourism and education payments into Russia and occupied Crimea, and to any exposure to the Signal camp, whose main owner is a Gazprom subsidiary.

  5. 05

Refresh your licence references: Cite Venezuela General Licences 46E, 48D and 49B in place of the superseded versions, and if you insure, reinsure or invest for UK clients, check Iran exposure against regulations 17A and 17C from 29 September.
