UN Lifts the Iraq Listing on Swiss Firm Logarcheo as Australia Renews Two Terrorism Listings

On 5 October 2026 the UN Security Council committee established under resolution 1518 (2003) removed LOGARCHEO S.A., a company in Le Paquier-Montbarry, Switzerland, formerly known as LOGARCHEO AG, from its list of funds and entities tied to the former Iraqi regime. The entry had been listed since April 2004, and the committee gave no reason. The UN consolidated list reflected the removal on 7 October. The UN asset freeze no longer applies, but the company remains on the US Treasury's SDN List under the Iraq programme and on the European Union's consolidated list, so screening against those lists must continue. Australia's consolidated list now records two more of its 3 October counter-terrorism relistings, for Mostafa Mahamed and Ahmed Sadu Jahleb, whose asset freezes continue. In London, the Office of Financial Sanctions Implementation amended the Maritime Mutual Re-Insurance Wind Down General Licence under the Russia regime, allowing UK payment firms to process qualifying overseas wind-down payments and extending it to 6 October 2027.

A UN Delisting That Leaves the US and EU Freezes in Place

On 5 October 2026 the Security Council committee established under resolution 1518 (2003) removed LOGARCHEO S.A. (IQe.200), formerly LOGARCHEO AG, of Chemin du Carmel, Le Paquier-Montbarry, Switzerland, from its list of funds and entities tied to the former Iraqi regime. The entry had been on the list since 26 April 2004. The committee's press release, SC/16468, gives no reason, which is usual for this list. The UN consolidated list carried the entry until its 7 October file. The UN asset freeze no longer applies, but the same company is still on OFAC's SDN List under the Iraq programme (entry 8214) and on the EU list (EU.1123.54).

Australia's consolidated list, refreshed after Tuesday's capture, completes the counter-terrorism relistings made on 3 October under the Amendment (No. 4) Instrument 2026. Two more records now carry that date. Mostafa Mahamed, an Egyptian-born Australian citizen recorded in Syria and first listed in 2015, shows a new control date. Ahmed Sadu Jahleb, an Egyptian national recorded in Türkiye and first listed in 2023, has a new instrument, control date and relisting note. The 5 October edition reported sixteen relistings from the same instrument. Both men's asset freezes in Australia continue.

What this means for your organisation

  1. 01

Close the UN obligation on Logarcheo S.A., not the others: Release the match for UN-based screening only; keep the OFAC [IRAQ2] block and the EU freeze (EU.1123.54) on LOGARCHEO S.A. and its former name LOGARCHEO AG, and screen the Swiss federal number CH-2 17-0-431-423-3.

  2. 02

Expect echo removals and record them as such: Lists that copy the UN, including the UK (IRQ0053), Australia and South Africa, have already removed the entry; log those as following the UN action, not as new decisions.

  3. 03

Update the two Australian records: Set the control date to 3 October 2026 for Mostafa Mahamed (3093) and Ahmed Sadu Jahleb (7785), and replace Jahleb's instrument with the Amendment (No. 4) Instrument 2026; keep both freezes and all aliases.

  4. 04

Check payments under the Maritime Mutual licence: UK payment firms may now process qualifying overseas wind-down payments until 6 October 2027; confirm each one meets the licence terms and keep records for six years.

Method statement

The UN removal is read from press release SC/16468 and confirmed by comparing the UN consolidated list of 7 October with the file read on 6 October. The Australian changes come from a row-by-row comparison of DFAT's consolidated list of 7 October with the 6 October file, with old and new values quoted as published. Each party was checked by name against the OFAC, UK, EU and UN lists.
