London Targets Kyrgyz Payment Rails, Cryptomus and Twelve Tankers in a 38-Name Russia Package
On 8 October 2026 the United Kingdom designated 23 entities and three individuals and specified 12 oil and product tankers under its Russia sanctions regime, and varied two existing designations. The financial strand reaches beyond Russia: OJSC Processing KG, a Bishkek payment processor whose parent the UK records as the Kyrgyz Ministry of Finance, its director Ulan Bukabaev, two further Bishkek payment companies, the Moscow banks Stolichny Kredit and Planeta, and Xeltox Enterprises, the Vancouver company the UK names as owner of the Cryptomus crypto platform. UK institutions may no longer maintain correspondent relationships with, or process payments through, these entities. Twelve suppliers in Russia, China, Türkiye and Thailand, four defence-sector parties and the oil companies Zarubezhneft and INK-Capital were also designated. Rostec gained internet services and correspondent banking measures, HeliCo Group gained detained transport sanctions, and OFSI issued a licence allowing Zarubezhneft exposures to be wound down until 21 November.

The Payments Strand Runs Through Bishkek and Vancouver
On 8 October 2026 the FCDO, with OFSI and OTSI, designated 26 parties and specified 12 ships under the Russia (Sanctions) (EU Exit) Regulations 2019 (RUS3753 to RUS3790), and varied two existing entries. Seven of the new designations sit in payments and finance. In Moscow, the commercial bank Stolichny Kredit (formerly Capital Kredit and Commercial Bank Integral) and JSC Planeta, which trades as Planeta 365. In Bishkek, OJSC Processing KG, whose parent company the UK records as the Kyrgyz Ministry of Finance, its director Ulan Bukabaev, and two companies in the same Toktogul Street tower, Tokenspot CJSC and Tsunami Payments LLC. In Vancouver, Xeltox Enterprises Ltd, which the UK names as the owner of the Cryptomus crypto payment platform and says continues that activity through Heleket. All six entities in this group are barred from UK correspondent banking and payment processing, and five of them also face the internet services sanctions, which require UK social media, internet access and app store providers to stop UK users reaching their content.
The rest of the package goes after supply and revenue. Twelve companies are named for making goods or technology available to Russia's war effort, among them the Istanbul trader Redwing Metal, three Chinese firms (Goodway Machine (Wujiang), Shandong Xinyilu International Trade and Yangzhou Developing Imp & Exp), a Thai freight company and the Moscow importer Albion LLC, which the UK says brought in epoxy resin for carbon-fibre weapons components. Dutch national Alexander Tattersall is designated as an associate of Redwing Metal. Four defence-sector parties, among them a Novosibirsk metalworking company and its owner, Egor Isaev, and two energy companies, Zarubezhneft and the Irkutsk Oil parent JSC INK-Capital, complete the designations. The 12 tankers are specified for carrying Russian oil or oil products to third countries; five of them are already on OFAC's SDN List under its Iran programme.
