World Bank Debars Four Nigerian Contractors and Three Tanzanian Parties for Fraud

On 20 October 2026 the World Bank Group debarred seven parties under settlement agreements. In Nigeria, Bruke Lonia Nigeria Limited of Ibadan and Idmon Engineering and Construction Company Limited of Warri were debarred for fraudulent practices, Inclined Tech. & Construction Company Limited for two years and six months, and Idmon Inclined Joint Venture Ltd. as a controlled affiliate of Idmon Engineering. In Tanzania, Aqgola Engineering & Management Services Limited and Mr Aquiline Joseph Massawe were debarred for four years and four months for corrupt and fraudulent practices, and Mr Godfrey William Mashauri for at least two years and four months. Each sanction extends to entities the party controls. A debarment freezes no assets, but it belongs in procurement, counterparty and credit screening.

Seven Settlements, Two Countries, One Shared Registration Number

The World Bank Group's listing of ineligible firms and individuals carries seven new debarments dated 20 October 2026, each the result of a settlement agreement. In Nigeria, Bruke Lonia Nigeria Limited of Ibadan and Idmon Engineering and Construction Company Limited of Warri were debarred for fraudulent practices, for four years and four months (although the listed end date of 19 February 2030 implies three years and four months) and for four years. Inclined Tech. & Construction Company Limited, at the same Warri address, was debarred for two years and six months, and Idmon Inclined Joint Venture Ltd. of Ibadan was debarred as a controlled affiliate of Idmon Engineering. In Tanzania, Aqgola Engineering & Management Services Limited and Mr Aquiline Joseph Massawe were debarred for four years and four months for corrupt and fraudulent practices, and Mr Godfrey William Mashauri for at least two years and four months.

Each sanction extends to any entity the party directly or indirectly controls, and release at the end of the period depends on meeting the settlement's integrity compliance conditions. The World Bank has not published the projects concerned. On 16 October the Bank also cross-debarred three Costa Rican parties, enforcing Inter-American Development Bank decisions, and China Railway 20th Bureau Group Corporation Ltd, enforcing an African Development Bank debarment to 23 October 2027. These entries had not been captured in earlier editions and are reported here for the first time.

What this means for your organisation

  1. 01

Add the eleven parties to procurement and counterparty screening: Load them as World Bank debarments, not as sanctions hits; a match calls for a risk review, not a blocked payment.

  2. 02

Search Nigerian and Tanzanian books: Look for the four Nigerian companies in Ibadan and Warri and the three Tanzanian parties in Dar es Salaam among customers, suppliers, borrowers and payees, using registration numbers 1320774, 375380, 1793679 and 55755.

  3. 03

Follow control, not only names: Each sanction extends to entities the party controls, and Idmon Inclined Joint Venture Ltd. was debarred as an affiliate of Idmon Engineering; map shareholdings and shared addresses before clearing a near match.

  4. 04

Do not rely on the registration number alone: The World Bank listing gives 1793679 for both Idmon Inclined Joint Venture Ltd. and Inclined Tech. & Construction Company Limited; confirm on name and address too.

  5. 05

Watch for cross-debarments: China Railway 20th Bureau Group and the Costa Rican parties show that other development banks' decisions reach the World Bank list days or weeks later; treat that list as a live source and record the issuing bank.
