UN Updates Three Al-Qaida List Entries to Record Two Militants Held in France

The UN Security Council's ISIL (Da'esh) and Al-Qaida Sanctions Committee amended three entries on its sanctions list on 26 October 2026. Emilie Edwige Konig, a French woman who joined ISIL in Syria, is now recorded as detained in France; the 2015 French arrest warrant has been removed from her entry and her gender added. Peter Cherif, a member of Al-Qaida in the Arabian Peninsula, is now recorded in custody in France rather than in Al Mukalla, Yemen, gains the good-quality alias Abou Hamza, and has his 2024 life sentence restated. Oumar Diaby, a Senegalese national, has his alias corrected to Omar Omsen and his armed group linked to Al-Qaida as well as Al-Nusrah Front. All three remain subject to the UN assets freeze, travel ban and arms embargo, and all three are also listed by OFAC, the UK and the EU. Separately, the EU renewed two regimes and aligned its DRC regime with resolution 2825.

Same Names, New Particulars

The changes are factual updates rather than new listings. Konig, a French woman who joined ISIL in Syria, is now recorded as detained in France; the 2015 French arrest warrant has gone from her entry and her gender is stated. Cherif, an Al-Qaida in the Arabian Peninsula member, is recorded in custody in France rather than in Al Mukalla, Yemen, and his 2024 life sentence is restated. Diaby, a Senegalese national the UN still places in Syria, has his alias corrected from Oumar Omsen to Omar Omsen and his armed group linked to Al-Qaida as well as Al-Nusrah Front.

The UK amended its matching entries (AQD0167, AQD0284, AQD0286) on 27 October and also delisted the three individuals the UN removed on 24 October, which we reported yesterday. Those UK moves, and the matching updates from Australia, India, Qatar and Taiwan, follow the UN and are not reported again. The OFAC SDN List, the EU file and Canada's list did not change.

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

What this means for your organisation

  1. 01

Refresh the three UN records today: Load the new address, alias and narrative fields for Emilie Edwige Konig (QDi.340), Oumar Diaby (QDi.342) and Peter Cherif (QDi.376), and keep the superseded values as historical aliases and addresses.

  2. 02

Re-screen files that touch France, Senegal, Syria or Yemen: Residence for Konig and Cherif now reads France, so engines that weight country may score existing customers differently; review any alert cleared on a residence mismatch.

  3. 03

Add Abou Hamza and Omar Omsen to the matching set: Both are new or corrected alias forms; resolve Abou Hamza hits on date of birth (26 Aug 1982) and French nationality, since the name is common.

  4. 04

Note the EU regime renewals and the new DRC criterion: The EU's autonomous ISIL (Da'esh)/Al-Qaeda and Transnistria regimes now run to 31 October 2027, and EU DRC listings may now rest on obstructing MONUSCO.
