  • Before you change anything, confirm the new SIM is registered in your own name and is active.

 

Why the CBN did this. The linked phone number is used for one-time passwords (OTPs), transaction alerts and account recovery, which makes it the main target in SIM-swap fraud. A fraudster swaps your SIM, requests a BVN phone number change, then resets your banking credentials and drains the account. NIBSS recorded 62,901 fraud cases linked to social engineering schemes in 2023, many involving compromised phone numbers. Capping changes closes that route.

 

Other BVN changes that took effect alongside it. The CBN also directed banks to operate a temporary watchlist, where a BVN linked to suspicious activity can be flagged for up to 24 hours while the bank contacts you to verify a transaction. The change must be done in person at a bank branch. This is deliberate, for four reasons:

 

1. Identity verification: 

The bank must confirm the person requesting the change is the actual BVN holder, which requires physical ID checks and often biometric confirmation.

2. Fraud prevention:

An online change route would be exactly the weakness SIM-swap fraudsters exploit. In-person verification removes it.

3. Regulatory compliance.

Nigerian banks must meet CBN requirements on customer identification and fraud prevention, and in-person verification is how they evidence it.

4. Data protection:

 Your BVN links to every bank account you hold. Requiring physical presence limits unauthorised access to that record.

Many people ask how to change a BVN phone number without going to the bank. There is currently no legitimate way to do this. If your bank offers to start the request through its app or customer service line, you will still be required to complete it at a branch.

 

Can You Change Your BVN Number Itself?

Is there a BVN self-service portal or app?

 

 No. There is no NIBSS or CBN BVN portal, app, or website that lets you modify your BVN details yourself. NIBSS operates the NIBSS BVN validation portal infrastructure for banks, not a public modification service.   2. Register and activate the new SIM in your own name. Complete NIN-SIM linkage with your network first, since a number not registered to you will fail verification.
  3. Visit a branch of your bank in person. Go to the bank where you hold your primary account. Some banks require the branch where your BVN was originally enrolled, so call ahead to confirm.
  4. Request the BVN update or change request form at the customer service or BVN desk.
