The UK Corrects Four Russia Listings; No New Designations Today

On 2 September 2026 the Foreign, Commonwealth and Development Office corrected four entries on the UK Sanctions List under the Russia regime: a satellite communications executive, a company formerly listed at a Hong Kong address and tied to the Coral Energy network, a Moscow bank and an Altai defence manufacturer. Every measure already imposed stands. Separately, OFAC widened its Venezuela minerals licences. The list action of the day is a set of corrections, not a designation. The FCDO's sanctions notice of 2 September classes all four changes as administrative corrections, and each is small on the page. Stanislav Bronislavovich Klevitskiy (RUS2711), designated in May 2025 for his role at satellite operator Telecor, now carries his forenames on the Klevitskii spelling of his name, which previously stood as a bare surname. Glenbrook Corporation Limited (RUS3245), listed in February 2026 for its association with Tahir Garayev of Coral Energy Group, has lost the Hong Kong address that was held on its entry, and no replacement was added. Joint Stock Company Teleport Bank (RUS3714), designated in August 2026, has one registration number relabelled from BIC to BIK, the Russian bank identification code; the number 044525273 is unchanged.

Four Entries Corrected on the Russia Regime

JSC Altay Instrument-Making Plant Rotor (RUS3490), a Barnaul defence manufacturer listed in February 2026, had its website and email values transposed, and they now sit in the correct fields.

Small corrections still change what a screening engine sees. A name variant that now carries forenames will match differently from a surname alone; a struck address means the Hong Kong nexus can no longer be used to confirm a hit and should not be used to reject one; a relabelled bank code matters to any payment filter keyed on Russian BIK values; and a website sitting in an email field will never match an email. None of the four parties has been added or removed, and the asset freezes, the travel ban on Klevitskiy, the transport sanctions on Glenbrook and the correspondent banking prohibition on Teleport Bank all remain in force. The notice publishes each change with the deleted text struck through and the added text underlined, and the exact old and new values are reproduced below and in the detailed report.

Party detail

Every row below was read against the issuing authority's own notice, not against a press report. Aliases are reproduced in full, including non Latin script forms, because the alias field is where a screening run usually fails. Identifiers are published sanctions data.

What this means for your organisation

  1. 01

Re-key all four records field by field, not just their status: Load Klevitskiy's completed name variant, remove Glenbrook's Hong Kong address, relabel Teleport Bank's identifier as BIK 044525273 and move Rotor's website and email into their proper fields. Each party stays listed; the change is to the data your engine matches on.

  2. 02

Check Teleport Bank against your payment filters, not only your customer file: The bank sits under a prohibition on correspondent banking relationships and processing payments. Confirm that BIK 044525273, OGRN 1077711000080 and TIN 7750004175 are all keyed in the filters that read Russian payment messages, so a routing hit is not lost to a label mismatch.

  3. 03

Do not let Glenbrook's struck address weaken a match: The Hong Kong address was removed and nothing replaced it. Match on the name, the website glenbrookcorp.com and the association with Tahir Garayev and Coral Energy Group; an absent address is not evidence that a counterparty of that name is a different company.

  4. 04

If you hold blocked property or trade with Venezuela, act on OFAC's notice: The Annual Report of Blocked Property is due by 30 September 2026 for property held at 30 June, and a missed filing may lead to an enforcement referral. Firms in Venezuelan coal and minerals should read General Licences 51D, 54C and 55A and FAQ 1247 before relying on the wider terms.

  5. 05

Log the unread registers rather than marking them clear: The Qatar NCTC list file and thirty-four further registers could not be verified this cycle and are carried forward for re-check. Record them as unverified, not as clear, so the distinction is on the file if an examiner asks.
