Washington Takes Aim at Iran's Carmakers, Railways and the A7 Shadow Bank

On 1 October 2026 the US Treasury's Office of Foreign Assets Control designated 31 parties in a single Iran package. Two new determinations under Executive Order 13902 opened Iran's automotive and rail sectors to sanctions, and OFAC listed Iran Khodro, SAIPA and five other automotive companies, foreign parts suppliers in Indonesia, the UAE, Türkiye and Hong Kong, the state railway and two rail operators, the HEPCO machinery group and its Shanghai arm, and steel traders in the UAE and Germany. A Hong Kong-based network run by Ramin Keshvardoust, including five shell companies that received Iranian shadow banking transfers, was also designated. OFAC listed the Russia-linked A7 Network, whose locations include Nigeria and Zimbabwe, as a transnational criminal organisation, while FinCEN proposed a rule against its Sub-Agents. On 2 October the UK re-specified two ships with corrected grounds, and on 29 September Japan removed 16 Syrian state bodies from its asset freeze.

Iran's Factory Floor and Rail Lines Enter the SDN List

On 1 October 2026 OFAC published two new determinations under Executive Order 13902 that open Iran's automotive and rail sectors to sanctions, and used them at once. Iran Khodro and SAIPA, which together build almost 1.5 million vehicles a year, were designated with their subsidiaries Iran Khodro Diesel, Pars Khodro and Zamyad and two Niroo Motor Group companies, including the motorcycle maker Niroo Motor Shiraz, which Treasury says used prison labour and supplied plain-clothes intelligence agents. Five foreign parts suppliers followed: PT Golden Motorcycle International in Indonesia, Integrated Auto Parts in Dubai, Troy Trading in Istanbul, and Hessenberg and Tanex in Hong Kong. The state railway, its passenger arm Raja and the freight operator known as the Railway Transportation Company were listed under the new rail determination, and HEPCO, the earth-moving machinery maker Treasury links to IRGC construction, was listed with its Shanghai procurement arm. Steel traders in the UAE and Germany complete the industrial package.

The same notice reaches into Iran's shadow banking system. Ramin Keshvardoust, an Iranian and Dominican national based in Hong Kong, was designated with his business partner Mehnoosh Poursaraf Hamedani, three steel companies he runs in China and Iran, and five Hong Kong shell companies that Treasury says received tens of millions of euros and dollars on behalf of Bank Shahr. Separately, OFAC designated the A7 Network as a transnational criminal organisation: a Russia-linked shadow bank led by Ilan Shor whose listed locations are Russia, Kyrgyzstan, Nigeria and Zimbabwe, and which Treasury says Iran and the IRGC used to move funds. FinCEN proposed a rule under section 9714 to bar fund transfers involving A7's Sub-Agents and issued red-flag guidance. OFAC also amended two existing Iran shipping records, and on 2 October the UK re-specified two of yesterday's ships, GALLE ENERGY and BEBEK-E, under new Unique IDs and corrected grounds. On 29 September Japan removed 16 Syrian state bodies, among them Syriatel, the Commercial Bank of Syria and the oil companies, from its Assad-era asset freeze.

What this means for your organisation

  1. 01

Load the 31 OFAC records with every identifier: Add the Persian, Chinese and Turkish script names, the a.k.a.s (HEPCO, Jedburgh Co., Lida Shine Group, Xinyi International Development), Iranian national ID and registration numbers, Hong Kong business registration numbers, Chinese USCC codes, UAE licence numbers and Keshvardoust's passport W55497664.

  2. 02

Screen the goods, not only the names: The automotive and rail determinations make Iranian vehicle parts, trucks, buses, motorcycles and rolling stock a red flag in letters of credit and trade documents; route any Iran-bound shipment through enhanced review, including transshipment through the UAE, Türkiye and Hong Kong.

  3. 03

Match on addresses: Add Unit 2610, 26/F, Apec Plaza, 49 Hoi Yuen Road, Kwun Tong (shared by Bonasol Group and East Concord Development) and the Burj Khalifa office addresses to address screening, and review other customers registered there.

  4. 04

Run the A7 red flags across African corridors: The A7 Network lists Nigeria and Zimbabwe among its locations: back-screen payment counterparties since 1 October against FinCEN's A7 indicators and file suspicious activity reports where trade documents or goods descriptions do not fit the payment.

  5. 05

Update, retire, do not over-retire: Replace RUS3747 and RUS3739 with RUS3751 and RUS3752 for GALLE ENERGY and BEBEK-E; apply OFAC's new particulars for EVER SHINING and FLUXUS MARINE; remove the 16 Syrian bodies from your Japan layer only, keeping Syriatel and the Military Housing Establishment where you apply UK or EU lists.

Method statement

Every US entry is read verbatim from OFAC's Recent Actions notice of 1 October 2026 and checked against Treasury press releases sb0643 and sb0644. The UK amendments compare the UK Sanctions List file of 2 October 2026 with the 1 October file. Japan's removals come from the Ministry of Finance notice and annex of 29 September 2026, with original listing dates from the METI notices of 2011 and 2012.
