Washington Targets Hamas's French Charity Fronts as Tokyo Lists 81 Russia-Linked Parties and Ships
On 2 October 2026 the US Treasury's Office of Foreign Assets Control designated a Gaza-based battalion deputy in Hamas's Al-Qassam Brigades, two France-based fundraisers and the two charities they founded, Association Baraka and Ensemble C Mieux. Treasury says the network collected more than USD 2 million for Hamas between 2020 and 2026 through sham charitable appeals and cryptocurrency transfers. The same day Japan adopted new measures against Russia: an asset freeze on 33 entities and 9 individuals, including two Rostec executives and the Garantex Europe exchange, an export ban on four suppliers in Türkiye and the UAE, and permit controls on services to 35 vessels identified by IMO number. Almost all of these parties are already on OFAC's SDN List. On 3 October Australia relisted 16 people and entities under its counter-terrorism framework, including Islamic State Sinai Province, renewing listings that would otherwise have lapsed.

A Gaza Commander and Two French Charities Behind a USD 2 Million Hamas Pipeline
On 2 October 2026 OFAC designated Saleem Abdallah Saleem al-Zaq, a Gaza-based battalion deputy in Hamas's Al-Qassam Brigades who Treasury says oversees a financial network of money services businesses and cryptocurrency wallets. Two France-based fundraisers were listed with him: Faouzi Barika, who co-founded Association Baraka in Saint-André-de-Cubzac with al-Zaq, and Amel Oualid, who set up Ensemble C Mieux in Saint-Étienne. Both charities were designated as owned or controlled by their founders. Treasury says the three collected more than USD 2 million for Hamas between 2020 and 2026, USD 1.5 million of it after the attack of 7 October 2023, and that Barika and Oualid sent hundreds of thousands of dollars to al-Zaq in cryptocurrency. The action was coordinated with an FBI-led operation against Hamas fundraising, and every listing carries secondary sanctions risk for foreign banks.
Japan moved the same day. Under a Cabinet understanding of 2 October it froze the assets of 33 Russian entities and 9 individuals, among them two Rostec executives, the former head of the Lobaev Foundation and the heads of several listed companies, plus the cryptocurrency exchange Garantex Europe and three companies in the Alabuga special economic zone. It also banned exports to 4 third-country suppliers, one in Türkiye and three in the UAE, and required permits for services to 35 vessels identified only by IMO number. In Australia, on 3 October the Foreign Minister relisted 16 people and entities under the counter-terrorism framework that implements UN resolution 1373, among them Islamic State Sinai Province, the Gaza money transfer company Buy Cash and four Iranians first listed in 2011, the year the US linked them to a plot against the Saudi ambassador in Washington. Those listings would otherwise have lapsed after three years.

What this means for your organisation
- 01
Load the five OFAC records with every identifier: Al-Zaq's Arabic-script name and a.k.a.s (Saleem A.S. Alzaq, Salim Zak), Palestinian passport 5428093 and national ID 909097131; Barika's French passport 14CV66604; Oualid's alias Amel Bouchekif; and the charity registration numbers W331005557 and W423015492.
- 02
Screen donations, trustees and crypto flows: Charities, payment institutions and exchanges handling Gaza appeals should screen founders and beneficiaries, review cryptocurrency transfers that follow donation spikes, and file a suspicious activity report where funds move on to Gaza-based wallets or money services businesses.
- 03
Add Japan's 81 records to any Japan-law screening layer: Including the Japanese-script names and every alias in the annex; for firms that already apply OFAC the new names are few, but the legal obligation in Japan is new from 2 October.
- 04
Key vessel screening on IMO numbers: The 35 Japanese entries carry no names; map each IMO number to the names used by OFAC and the UK (for example IMO 9333436, SUCCESS for OFAC and SCF AMUR for the UK) so a name-based match still fires.
- 05
Refresh Australia's renewed listings, do not let them lapse: Update the control date to 3 October 2026 and the instrument to Amendment (No. 4) Instrument 2026 for the 16 records, and check that no record was suppressed when its 2023 control date passed.

Method statement
Every US entry is read verbatim from OFAC's Recent Actions notice of 2 October 2026 and checked against Treasury press release sb0647. Japan's parties are read from the Ministry of Finance notice and its annex of 2 October 2026 and cross-checked by name and IMO number against OFAC's SDN file and the UK Sanctions List. Australia's amendments compare each row of the consolidated list with its previous values.
