- 53 designations6 amendedWashington Targets Mayito Flaco's Sinaloa Network and the Buyers Arming Iran's Defence MinistryOn 29 September 2026 the US Treasury's Office of Foreign Assets Control added 53 parties to the SDN List in two actions and changed six existing entries. The larger action targets the Los Mayos faction of the Sinaloa Cartel: 18 individuals and 25 companies around its leader, Ismael Zambada Sicairos, known as Mayito Flaco, under Executive Order 14059 on illicit drugs and Executive Order 13224 on terrorism. They include his inner circle, the lieutenants who run the Tijuana plaza, two money exchanges, a former Mexicali public security director and the former husband of Baja California's governor. The second action lists five individuals and five entities in Iran, China, Hong Kong, Pakistan, Saudi Arabia and Turkey that buy weapons and components for Iran's Ministry of Defence. Three Sinaloa leaders already listed were re-designated under the terrorism authority, and the State Department added an Iran arms authority to three listed companies. No party was removed.
- 27 designations1 amendedBrussels Freezes 27 Over the Deportation of Ukrainian Children. The UN Renames an Al-Qaida-Aligned Group in SyriaThe European Union has sanctioned 10 individuals and 17 entities, from the President of Tatarstan to a North Korean children's camp, for taking Ukrainian children from occupied territory and re-educating them as Russians. The UN has amended the name and aliases of Khatiba al-Tawhid wal-Jihad. In Washington, OFAC has reissued three Venezuela licences, and new UK prohibitions on Iran investment and insurance are now in force. On 28 September 2026 the Council of the European Union added 10 individuals and 17 entities to the Ukraine territorial integrity sanctions list under Implementing Regulation (EU) 2026/2184 and Decision (CFSP) 2026/2185, for the unlawful deportation, forcible transfer, forced assimilation and militarised education of Ukrainian children. The individuals include Tatarstan's President Rustam Minnikhanov, education ministers and deputy ministers of the occupation administrations in Zaporizhzhia, Donetsk and Crimea, the Donetsk sports minister, Kherson's occupation-appointed children's rights commissioner, a school director in Horlivka and the head of the Movement of the First in Sevastopol.
- 116 designationsCanberra Lists 106 Russia Targets, From Children's Camps to Shadow Tankers. Ottawa Adds Ten Iranian Censors and Cyber PoliceAustralia designated 33 individuals, 35 entities and 38 vessels on 24 September, going after Russia's deportation and militarisation of Ukrainian children as well as its shadow fleet. Canada has listed five Iranian officials and five organisations behind the country's online censorship and surveillance. Neither package has appeared in this briefing before. Switzerland has also tightened the financial provisions of four UN sanctions ordinances. - 107 designationsCanberra Lists 106 Russia Targets, From Children's Camps to Shadow Tankers. India Bans the Shahzad Bhatti NetworkAustralia designated 68 people and organisations and 38 vessels on 24 September, going after Russia's deportation and militarisation of Ukrainian children as well as its shadow fleet. India has declared the Shahzad Bhatti Network a terrorist organisation, and the Reserve Bank of India has told lenders to freeze. OFAC has consolidated its penalty rules and FINTRAC has fined four credit unions. - 2 removals7 amendedWashington Delists a Congolese General. Doha Renews Six Terrorist Financing ListingsOFAC has removed General François Olenga, who ran the Military House of former President Joseph Kabila, and the Kinshasa leisure club tied to him from its Congo programme. Qatar has kept two individuals and four exchange, transfer and charity entities on its national terrorism list for three more years. And in London, OFSI will now presume to refuse licences involving five designated Iranian banks. On 23 September 2026, after our previous capture, OFAC deleted François Olenga and Safari Club, also known as Centre de Loisir Safari Club and "Safari Beach", from the Specially Designated Nationals List under its Democratic Republic of the Congo programme. Both were designated on 1 June 2017, when Treasury said the Maison Militaire he headed oversaw a Republican Guard that harassed opponents of President Kabila. OFAC's notice gives no reason for the removal. The same notice made a one-character correction to the address of a Cuban entity designated last week.
- 2 removalsBrussels Lets Two Oligarchs Go. London, Washington and Ottawa Have NotThe Council of the European Union has prolonged its Russia individual listings for three years, to September 2029, and paid for unanimity by not renewing three individuals and one entity. Two of them are Alisher Usmanov and Mikhail Fridman. Both remain designated by the United Kingdom, the United States and Canada, and both were still on the EU's own consolidated file this morning. Nothing else moved on any monitored list. On 22 September 2026 the Council prolonged the asset freezes and travel bans under Regulation (EU) No 269/2014, the regime for actions undermining the territorial integrity of Ukraine, for 36 months to 22 September 2029. Until now the listings were renewed every six months, each time needing unanimity. The measures cover more than 3,000 individuals and entities. In the same decision the Council did not renew the listings of three individuals and one entity, and removed three deceased persons. Its announcement does not name any of them.
- 1 removalsOne Tanker Came Off the British ListA single party moved on a monitored sanctions list overnight, and it was a ship. The Foreign, Commonwealth and Development Office revoked the specification of the oil tanker ASTRA under the Russia regime, a little over a year after specifying it. Nothing else moved anywhere: not Washington, not the United Nations, not Brussels, not Ottawa, where the same hull is in fact still listed. Away from the lists, a former bank chief executive was sentenced for a Venezuela sanctions-evasion conspiracy that brought his own bank down. The vessel is ASTRA, an oil tanker carrying IMO number 9273387, listed on the UK Sanctions List under the unique identifier RUS3003. Britain specified it on 12 September 2025, in the batch of seventy ships named that day alongside twenty seven entities and three individuals under the Russia regime. The statement of reasons was the standard shadow-fleet formulation: the vessel was involved in carrying oil or oil products that originated in Russia from Russia to a third country. As at 21 September 2026 that specification is revoked. The vessel is recorded as an oil tanker whose current owner operators are Stravax Shipping Co Ltd and whose current believed flag is Vietnam.
- 16 designations8 removalsSixteen Names Go On, Eight Come Off, and One Programme Ends Because Its Emergency Ran OutOne authority moved twice in this window, and it moved at scale. On 17 September the Office of Foreign Assets Control added sixteen parties to the Specially Designated Nationals List: eleven Cuban parties under the Cuba order, reaching the nickel industry at Moa and Nicaro and four military research and development centres in Havana and Camaguey, and five Iranian parties under the Iran order, built around the digital asset exchange BitBank and the financier Babak Zanjani. The same notice deleted two Belarusian state entities. On 18 September the national emergency behind the Ethiopia programme expired, and OFAC deleted the six remaining Eritrean parties designated under it, issuing Russia-related General Licence 131J on the sale of Lukoil International GmbH in the same breath. Twenty-four distinct parties moved. The Ethiopia deletions are the ones to read carefully: an authority lapsed, which is not the same thing as a finding that the parties were wrongly listed. One authority moved twice in this window, and it moved at scale.
- 3 removalsThree Names Come Off the SDN List, and the Networks They Were Listed Through Stay OnOne authority moved in this window. On 16 September the Office of Foreign Assets Control deleted three parties from the Specially Designated Nationals List: the Swiss national Hans Peter Bomatter and the Istanbul toolmaker Modulsan Makina, both under the Russia order, and the Mexican national Jose Raul Vega Sanchez, listed under the Kingpin Act since 2008. Three removals, no designations, no amendments. In the same notice OFAC issued Venezuela-related General Licence 5Z, which pushes the date from which transactions in the Petroleos de Venezuela 2020 8.5 per cent bond are authorised from today to 5 November. The removals are the item to work: in every one of the three cases, the company or network the party was listed through remains blocked. One authority moved in this window.
- 1 amendedWashington Puts an Iran Tag on a Russian Bank It Had Already BlockedOne authority moved in this window, late in the Washington afternoon and after yesterday's capture. On Monday 14 September the Office of Foreign Assets Control designated VTB Bank Public Joint Stock Company under Executive Order 13902 for operating in the financial sector of the Iranian economy, the newest step in Operation Economic Outcast. VTB was already blocked, twice over, since February 2022 and January 2025, so no screening engine will produce a hit today that it would not have produced on Friday. The change that matters is narrower and sharper: the entry now carries an express secondary sanctions notation and a Tehran address. One designation, one general licence, no removals. If your institution sits outside the United States, this is the item to read twice. The Office of Foreign Assets Control designated VTB Bank Public Joint Stock Company on 14 September 2026 under Executive Order 13902, the authority that reaches sectors of the Iranian economy, on the ground that the bank operates in Iran's financial sector.
- 2 designations1 amendedQatar Lists Two of Its Own, and the UK Rewrites the Opening of a Russia EntryTwo authorities moved after Friday's capture, and neither is a mass designation round. The Public Prosecution of the State of Qatar issued Decision No. 128 of 2026 on 10 September, adding one individual and one company, both Lebanon-linked, to the Local Section of the Qatari sanctions list; the National Counter Terrorism Committee circulated it on 13 September. At 14:03 UTC on Friday 11 September the Foreign, Commonwealth and Development Office varied the Russia entry for the Turkish electronics manufacturer S-MIKRON ELEKTRONIK, RUS3060, adding the standard reasonable grounds to suspect formula to the opening of its statement of reasons. Two designations, one amendment, no removals. The Qatari listing is the item to act on: it names two parties that appear on no other major list. Two authorities moved after Friday's capture, and neither is a mass designation round. The Public Prosecution of the State of Qatar issued Decision No. 128 of 2026 on 10 September, adding one individual and one company, both Lebanon-linked, to the Local Section of the Qatari sanctions list; the National Counter Terrorism Committee circulated it on 13 September.
- 19 designations3 amendedNineteen Designations Aimed at the Cash and the Cargo Behind Iran's ProxiesOn 10 September the Office of Foreign Assets Control designated nineteen parties under Operation Economic Outcast: four Kata'ib Hizballah commanders and members, a Popular Mobilisation Commission procurement chain reaching into Russian helicopter maintenance and attempted purchases of American defence articles, the Lebanese exchangers and gold houses that carry Qods Force cash to Hizballah, and a Dubai family hawala remitting Iraqi money to Iran. Fourteen individuals, five entities, no removals. The same notice moves OFAC to a presumption of denial on Iran-related licence applications and records a 1.43 million dollar settlement. Separately the United Kingdom varied one Russia entry and corrected two others, including a document that moved from the passport field to the national identifier field. The action is organised around four distinct networks, and it pays to file them separately because the screening consequences differ. The first is Kata'ib Hizballah itself. OFAC designated Ali Hasan Farhan Al-Lami, a senior commander, together with three active members, Hussein Ahmed Hussein Al-Dhuhaibawi, Mohamed Ameen Fadhil Ali Al-Shaikhli and Karrar Mohammed Qasim Al-Hraishawi.
- 4 designations10 amendedWashington and London Close on Xinbi, the Marketplace That Banked the Scam CentresOn 9 September the Office of Foreign Assets Control designated Xinbi Guarantee, the Chinese-language escrow marketplace that Treasury says has moved the equivalent of more than 24 billion United States dollars since 2022, together with the two South East Asian software companies that build its wallet and its messaging app. Hours later the United Kingdom varied its own Xinbi entry, adding cryptocurrency wallet addresses to a designation it made back in March. Separately OFAC designated the Ecuadorian group Los Tigueriones as a Foreign Terrorist Organisation, and published nine administrative corrections to existing entries that add no new sanctions but do change identifiers your screening engine matches on. Four designations, one variation, nine corrections, no removals. Xinbi Guarantee is not a scam centre. It is the shop the scam centres buy from. Treasury describes it as an illicit online marketplace that sits as a central node between transnational criminal syndicates, including scam centre operators, and the merchants who sell them financial services, technology and other goods, and which provides escrow so that neither side has to trust the other.
- 36 designationsOFAC Grounds Every Remaining Iranian Airline and the Network That Feeds Mahan AirLate in the Washington afternoon of 8 September, after the previous edition had been captured, the Office of Foreign Assets Control designated 36 targets under Operation Economic Outcast. Twenty-seven Iranian airlines were blocked under Executive Order 13902 on the aviation sector determination made on 24 August; one Egyptian national resident in the United Arab Emirates and eight companies in the Emirates, the United Kingdom, Turkey, Malaysia and Kazakhstan were blocked under Executive Order 13224 for servicing Mahan Air or moving United States origin aircraft to it. OFAC issued two general licences, suspended a third, and FinCEN published a matching alert. Thirty-six designations, no removals, no amendments. The airline designations rest on a single legal hook. On 24 August 2026, the day Treasury branded Economic D-Day, the Secretary of the Treasury determined that the aviation sector is a sector of the Iranian economy for the purposes of Executive Order 13902.
- 6 designationsThe UK Designates Five West Bank Settler Figures and Hizballah's Lender Al-Qard Al-HasanAt 12:34 UTC today the United Kingdom added six names to the UK Sanctions List: Ben-Zion Gopstein, Meir Mordechai Ettinger, Eliav Libi, Baruch Marzel and Avichai Suissa under the Global Human Rights regime, each with an asset freeze, travel ban and director disqualification, for facilitating, inciting or supporting violence against Palestinians in the occupied West Bank; and Al-Qard Al-Hasan, the Beirut lender the UK records as Hizballah's financial arm, under the Counter-Terrorism (International) regime. The action landed after this morning's capture, so the edition was re-acquired. Six designations, no removals, no amendments. The five Global Human Rights designations share one statement of reasons in substance. For Ben-Zion Gopstein, Meir Mordechai Ettinger and Baruch Marzel the Secretary of State finds reasonable grounds to suspect that each has facilitated, incited, promoted and provided support for violence against Palestinian individuals, Ettinger's entry adding "in Israel and the Occupied Palestinian Territories"; for Eliav Libi the finding is involvement in threatening and perpetuating acts of aggression and violence against Palestinian individuals. Each is framed as a serious abuse of the right not to be subjected to cruel, inhuman or degrading treatment.
- 3 designations2 amendedOFAC Cuts Off a Turkish Bank and Two Subsidiaries Over Iran; the UN Amends Two ISIL EntriesOn 4 September 2026 the United States designated Golden Global Yatirim Bankasi, an Istanbul investment bank with SWIFT code GOGYTRIS, and its asset leasing and portfolio management subsidiaries under Executive Order 13902, accusing the bank of moving Iranian oil revenue from China into Türkiye and of offering correspondent accounts to Iranian institutions on behalf of the IRGC-Qods Force. A wind-down licence runs to 19 September. The same day the UN's ISIL and Al-Qaida Committee amended the entries for ISIL-K leader Sanaullah Ghafari and East Africa facilitator Abubakar Swalleh. Three designations, two amendments, one licence. Treasury's account of Golden Global Yatirim Bankasi Anonim Sirketi is specific. The bank, established in October 2019 and trading as Golden Global Investment Bank, was set up so that Iran's rahbar network could transfer oil revenues from China to Türkiye, where rahbar money exchangers converted them into cash and gold. It is said to have knowingly offered correspondent banking services to Iranian financial institutions, enabling transactions through accounts controlled by the IRGC-Qods Force and its proxies, among them the companies of Turkish businessman Sitki Ayan, whose network was sanctioned in 2022 for moving hundreds of millions of dollars of IRGC-QF oil sales.
- 6 designations1 removals1 amendedOFAC Targets a Castro Grandson, a Cuban State Bank and Four Energy and Nickel EnterprisesOn 3 September 2026 the United States designated Fidel Ernesto Castro Calis and five Cuban state enterprises under Executive Order 14404, among them Banco Exterior de Cuba, the foreign-trade bank with SWIFT code BECUCUHH, and the commercial and procurement arms of the CUPET oil group and the nickel industry. In the same notice OFAC removed the Zurich asset manager Dulac Capital from the Russia programme, and the UK corrected one Russia entry, Ozon Bank. Six designations, one removal, one correction. The State Department's fact sheet sets out three strands to the action. The first is the Castro family: Fidel Ernesto Castro Calis, born 16 May 1995 and a grandson of Raul Castro, is designated as an adult family member of Alejandro Castro Espin, his father, who was listed with Castro Calis's brother on 4 June 2026. The second is the financial channel: Banco Exterior de Cuba, the state-owned bank at Plaza de la Revolucion that handles corporate banking, foreign-trade finance and international transactions, is designated for operating in the financial services sector of the Cuban economy; OFAC publishes its SWIFT/BIC BECUCUHH and website. The third is resource extraction.
- 4 amendedThe UK Corrects Four Russia Listings; No New Designations TodayOn 2 September 2026 the Foreign, Commonwealth and Development Office corrected four entries on the UK Sanctions List under the Russia regime: a satellite communications executive, a company formerly listed at a Hong Kong address and tied to the Coral Energy network, a Moscow bank and an Altai defence manufacturer. Every measure already imposed stands. Separately, OFAC widened its Venezuela minerals licences. The list action of the day is a set of corrections, not a designation. The FCDO's sanctions notice of 2 September classes all four changes as administrative corrections, and each is small on the page. Stanislav Bronislavovich Klevitskiy (RUS2711), designated in May 2025 for his role at satellite operator Telecor, now carries his forenames on the Klevitskii spelling of his name, which previously stood as a bare surname. Glenbrook Corporation Limited (RUS3245), listed in February 2026 for its association with Tahir Garayev of Coral Energy Group, has lost the Hong Kong address that was held on its entry, and no replacement was added. Joint Stock Company Teleport Bank (RUS3714), designated in August 2026, has one registration number relabelled from BIC to BIK, the Russian bank identification code; the number 044525273 is unchanged.
